Just to throw a spanner in the works...The GMC TK31403 carmichael fire engine based at the curragh camp carried the Reg. 95 KE 4185 and its operated by the army. I also think the unimog based fire tender at finner had a non Dublin reg plate but at the moment unable to confirm this.

Usually when somebody says like some thing like that I use it as a challenge to find the exception..lol not being offensive but sweeping statments usually have anomalies.
