None of the above. If anything you'll see ships operating beyond their current level of usage, to maximise value for money.
And Fuel oil used by ships is cheap.
Catch-22 says they have a right to do anything we can't stop them from doing.
THe situation that occurwed during the last recession was probably the worst case scenario where capital projects such as building and buying ships was stopped.But then again 90% of the fleet was only at oldest 15 years old.
the joining up to aviod unemployment is not such a bad thing as it allows the services to 'cherrypick' who they want.
The major problem being those who would have packed it in and headed to a nice cushy number in civvy street will stay in.. hold up promotions hold down vacancies and generally cause the whole thing to stagnate.
The other things you can get around.. the personel related problems are the worts side effect of the recession.
The NS during the 80's suffered massive problems because of this and it was only things like the VER that finally sorted out the mess from the 80's recession.
