Not so sure about that. GD is a very large lobbyist and sponsor of both political parties. A need would be identified to suit their latest offering.
It's not the only large Defenc(/s)e manufacturer to employ lobbyists, what you're looking at is a prototype of GDs potential submission for an upcoming M113 replacement competition. If BAE/Textron had vehicles at AUSA also would you say they're being introduced by the US army?

perhaps they've got to the point where the weight of a fully armoured-up wheeled Stryker is too heavy for it's wheeled undercarriage and requires a tracked set up to spread the extra weight?
