    Statement of Requirement - OPV
    Naval Service Patrol vessels are required to undertake a range of duties including, fishery protection, search and rescue, maritime protection, drug interdiction, anti-pollution and maritime security duties, including vessel boarding. The OPV will be required to provide a patrol capability capable of undertaking these duties throughout Ireland’s EEZ and in the adverse weather conditions of the North Atlantic. The following is an outline of the characteristics required to fulfil that role. The vessels must be designed and constructed to the Rules and Regulations of the International Association of Classification Societies (IACS).

    Length 80-90m Beam 14-16m Draft 3.8-4.2m

    Max Speed 22-26 Kts Cruise Speed 16 Kts Loiter Speed 0 – 8 Kts

    Range 6,000 nm
    Endurance 21 days

    Propulsion Diesel, Diesel Electric, DE Hybrid,
    Power Generation Diesel Generator, Shaft Alternator, PTO/PTI

    Communications HF, VHF, UHF, GMDSS, SAT
    Radars Navigation, Air Defence option
    Stabilisation Active and Passive

    Flight Deck UAV ops only, deploying current naval UAV’s with redundancy for medium size VTOL tactical UAV

    Medical Level II for 2 persons.

    Accommodation Crew + 10 trainees

    Additional Requirements
    Stowage for 3 TEU on Aft Deck
    Options
    Dynamic Positioning class 2 or 3

The EPV will be required to provide an extended patrol capability capable of undertaking these duties throughout Ireland’s EEZ and in the adverse weather conditions of the North Atlantic. The following is an outline of the characteristics required to fulfil that role. The vessels must be designed and constructed to the Rules and Regulations of the International Association of Classification Societies (IACS).

    Length 130 – 140M
    Beam 16-20 m
    Draft 4.0- 5.0 m

    Range 8,500 nm Endurance 24 days

    Options
    Proposals should be provided for the following additional options
    1.Helicopter in-flight Refuelling Facility
    2.Provision of Dynamic Positioning class 2 or 3
    3.Because of the required size of the vessel, there may be potential to increase the utility of the vessel in other roles which would be desirable but not essential.* In this regard, the potential to provide a level of carrying capability for personnel, military vehicles and containers within the size and configuration of the vessel to which the mandatory requirements give rise, should be set out in the proposals.
    In this regard, the proposal should indicate the possible arrangements/ combinations of personnel, vehicles and containers that could be accommodated and should indicate the lane metres that can be designed into the vessel.* Annex A indicates the type of items which might be carried on the vessel although not necessarily at the same time.* Proposals should include separately the option of a facility for cargo discharge where no port infrastructure exists.* The implications of including such carrying capacity and cargo discharge arrangements on the nature of the proposed vessel should be fully outlined in the proposal. As already stated above, these optional additional capabilities are desirable but are not essential requirements of the proposed patrol vessel.

      Will the Department of Defence accept proposals for a vessel(s) which have not yet been built?

      Answer 1
      6.2. of the RFP states that the assessment of proposals will be based on “Vessels being (or being based on) an existing proven product.”

      Is a catamaran design acceptable?

      Answer 2
      Yes, provided it conforms to the “Statement of Requirements” set out in Appendix A and/or B of the RFP.

      Are proposals for vessels which do not conform to the vessel dimensions set out in Appendix A and/or B of the RFP acceptable.

      No. Vessels must be within the range of dimensions set out in the “Statement of Requirements” set out in Appendix A and/or B of the RFP.

      Is acceptable to offer a single class of vessel for both the OPV and the EPV?

      Yes, provided the vessels conform to the “Statement of Requirements” set out in Appendix A and/or B of the RFP.

      Question 5
      Is it planned to install Government Furnished Equipment (GFE) on the vessels?

      Yes. GFE will consist of main and secondary armaments and certain military communications equipment. This will be fully addressed in Stage Two of the procurement process.

      In relation to the Option 3 of the “Statement of Requirements” set out in Appendix B of the RFP is there any minimum configuration required?

      No. Proposals should indicate what arrangements and combinations are possible.

      What is the budget for this project?

      It is not intended to disclose the budget for the project.

      What sea state should be used for helicopter operational capabilities for the EPV and will hanger facilities be required on board?

      No organic helicopter will be embarked, however the aft deck should be strengthened to permit the capability of landing a 10 metric tonne helicopter. Recovery and launch requires no ship based equipment or facilities.

      What offset policy will apply to the project?

      It is not the practice of the Irish Department of Defence to consider offset (Direct or indirect) issues as an award criteria in the evaluation and assessment of proposals / tenders or as a condition of purchase.

      What is the primary role for the EPV?

      It is intended that the vessel will undertake a range of duties including, fishery protection, search and rescue, maritime protection, drug interdiction, anti-pollution and maritime security duties, including vessel boarding - 90% of which will relate to fishery protection. On limited occasions it may be used to carry personnel, military vehicles and equipment.

      RFP 7.1.11 – Does “Test Tank results” mean Model Test results for the vessel?

      RFP Appendix A and B – What is meant by “Medical LEVEL 11” in the “Statements of Requirements”?

      A Level II medical facility is capable of resuscitating and stabilising seriously ill/injured patients and maintaining them for at least 12 hours.

      What Stability Criteria will be applied to the vessels?

      The Naval Service stability criteria applied to the OPV will be,
      International Convention on Load Lines 1966 and Amendments 1971 and 1975,

      SOLAS 1974 as modified by Protocol 1978 and subsequent IMO amendments of 1981 and 1983,

      Vessel to be capable of withstanding two compartment damage in accordance with SOLAS 90,

      IMO Resolution A 562, Recommendation of Severe Wind and Rolling Criterion for Intact Stability.

      What Seakeeping Criteria will apply to the vessels?

      The seakeeping criteria required is,
      Unrestricted operations of all equipment in sea state 5.

      The ability to continue all assigned tasks with some reduction in performance in sea state 6.

      The Vessel to be capable of surviving in sea state 9 and wind force 12.

      The stabilisation systems must have a theoretical roll reduction greater than 90%.

      Is there a preferred type of active and passive stabilisation system?

      All proposals that comply with the RFP will be considered.

          Proposals were opened today in DF Contracts Branch.
          At this stage it is not intended to publicise those who have submitted proposals for the Naval Vessels.
          Let the waiting begin.

            61. Deputy Catherine Byrne asked the Minister for Defence
            the arrangements that have been made to finance the purchase of the new ships to be provided for the Naval Service over the next five years; and if he will make a statement on the matter.

            Minister for Defence (Deputy Willie O’Dea):
            Following Government approval to go to tender, notice of a competition for the purchase of replacement vessels for the Naval Service was sent to the Official Journal of the European Union on 24 August 2007. The competition for the purchase of two Offshore Patrol Vessels, with an option on a third and one Extended Patrol Vessel, with an option on a second, uses a Restricted Procurement Procedure in accordance with EU Procurement Directives. The process comprises two stages - Stage 1, a Request for Proposals and Stage 2, an Invitation to Tender.

            The closing date for Stage 1- Request for Proposals was 26 October 2007. Stage 1 Proposals are being evaluated at present in my Department and following the evaluation a detailed specification will issue to those invited to participate in Stage 2 - Invitation to Tender. The “Invitation to Tender” is expected to issue in May 2008, with tenders due for return in July/August of that year. Following detailed tender evaluation it is expected that a contract will be awarded in late 2008/early 2009.

            The decision to proceed to purchase the vessels will be subject to further Government approval and agreement on funding, the full requirement for which will not be known until the tender competition has concluded. Once details of costs are known, funding arrangements will be a matter for further consideration in consultation with the Minister for Finance in the context of the Estimates process. It is expected that the cost of the three new ships will be of the order of some €180m excluding VAT. There has been an increase of €1million (10%) in Subhead J - Naval Service Equipment for 2008 to facilitate on-going project development. It is expected that the vessels will be delivered on a phased basis between 2010 and 2012.

              Question:Could you please confirm how many tenders you are expecting for ship design?
              Answer - 30/04/2008A maximum of 7 companies (one vessel design per company) may be invited to tender.

              Question:Will the vessels be required to comply with presrciptive Naval Ship Rules such as LR or will they have descriptive specifications where the ship yard can nominate standards?
              Answer - 30/04/2008The vessels hull, machinery and equipment will be designed, constructed and fitted under survey of an IACS Classification Society

              Question:1) Can you please confirm the proposed duration of the contract? 2) Can you please provide further details on the security clearance procedure referred to at clause 2.24 of the RFT, what the requirements are and what we need to do to ensure that adequate security clearance is in place

              answer:01/05/2008The preview of the OPV specification must be completed within 2 weeks of the award of contract (ref. 3.2 of RFT) which is expected to be 30 May 2008 (ref. 2.4 of RFT). Tender evaluation for the OPV is expected to be completed by the end of August 2008 (ref. 1.1 of RFT). The other services that may be sought (ref. 3.2 (E) of RFT) will not be required once a contract has been signed with the selected tenderer which is expected to be in December 2008. For this contract individual security clearance will not be required. All personnel entering Department/Defence Forces property must carry identity cards, which include a recent photograph. All diskettes, CDs, flash memory devices brought into the department’s/Defence Forces’ offices must be checked by DOD/DF technical staff for viruses before use on the Department’s I.T. system

                Question:In order to ensure that we can do justice to your bid requirements, especially given the UK Bank Holiday on 5th May, we would request that the bid deadline be extended by up to 1 calendar week
