  • You know, in the dark times, you'd almost wish they'd make the decision and just decide that they only want some sort of Gendarmerie/civil assistance force and just go from there....just cut the bollocks and let what needs to be developed develop instead of half arsing everything.

            The Department of Defence has declined to comment on a request for information on the status of the MRV project.

            The Irish Examiner understands that the tender process for appointing consultants to get a best value for money/design for the proposed new MRV has been postponed.

            A tender was supposed to have been placed in or around the new year and the successful applicant was tasked to finalise a report by June. This has not happened as planned.

            In response to queries on the postponement a Department of Defence spokeswoman replied: “The Department has no comment.”
            For now, everything hangs on implementation of the CoDF report.

            • I don't want to say it and I know people don't want to hear it, but I think due to increasing negative headwinds internally and externally, I've the feeling the MRV idea will slowly die off.

                I fear you are correct. It has taken 10, maybe 15 years to bring it this far, and now momentum is lost. Just like the Medium Lift helis for the Air Corps, once it was off the table, it was gone, and those who wanted it moved on to other projects.
                Best we can hope for with MRV is the Kiwis will give us Canterbury when she is retired in 2030 and replaced with proper LPD.
                Otherwise without active interest in the project, it is done. As for P31 replacement... the longer she is on the Quay wall, the longer she remains in service.
                For now, everything hangs on implementation of the CoDF report.

                    We actually have an establishment for only 7 ships.

                    The number never changed when the 8th ship L.E. Niamh arrived in 2001.

                    In fact the establishment dropped from 1,144 in 2001/2002 to 1,094 during the economic downturn circa 2008/09 so there is no allowance there.

                        There is a management Department in Government that churns out hatchet units with Acronyms. I assume that ECF and its big brother FEMPI stops the breathe of life reaching the PDF so that capabilities are diminishing to the point that a new condition looms its head. No hardware/capital items to be contracted for because you don't have the strength to crew or use it. We are about to face a dehydration of things nautical.

                            Public RFT - Marine Advisor Services to support the procurement of a Multi-Role Vessel (eu-supply.com)

                            The White Paper on Defence 2015 provides for the replacement of the current Naval Service flagship LÉ Eithne, which is approaching its end of lifespan, with a Multi-Role Vessel, which will be enabled for helicopter operations and will have a freight carrying capacity. It is the Government’s intent that this new vessel will be tailor made to meet the requirements of the Defence Forces, with a design specification capable of providing a flexible and adaptive capacity for a wide range of maritime tasks, both at home and overseas. It will be enabled for helicopter operations and it will also require a freight carrying capacity which will allow the Naval Service to transport personnel, freight and mission equipment to areas of operations. The procurement of the MRV is in strategic alignment with Government Policy. The MRV is included in the Government National Development Plan as a major capital project and is listed in the Defence Equipment Development Plan. The intention is that the procurement will be conducted in accordance with contemporary and emerging best practice in government procurement.

                            In summary, the Services comprise: the provision of Marine Advisor Services to support and work as part of the civil/military project team for the procurement of a Multi-Role Vessel (MRV) for the Defence Forces. The advisor will be required to work as part of the team including internal and external stakeholders. The advisor’s role is anticipated, at this stage, to encompass the following phases: Develop project understanding to include a detailed examination of the Concept of Operations. To carry out a detailed examination of the Specification of the Multi Role Vessel and Request for Tender documents and provide report on same. Project Brief and Procurement Strategy - To contribute to the further preparation of tender and contract documents and development of the evaluation and dialogue strategy of the competitive dialogue procedure that is envisaged. To provide services to contribute to the evaluation, planning and management of the MRV Procurement Project in accordance with the Irish Government Department of Public
                            Expenditure and Reform (DPER) Public Spending Code1 . In particular, to assist with the following requirements: Initial Involvement: Development of Strategic Assessment Report and supporting Department of Public Expenditure and Reform technical review assessment Development of Preliminary Business Case. Completion of a detailed project brief and procurement strategy and assist in the conducting of the procurement of the MRV in compliance with relevant procedures to include the support to the Negotiated Procedure / Competitive Dialogue process, in particular through assisting with dialogues and recognising the juncture at which to close dialogue. Support to completion of final specification of Multi Role Vessel and Request For Submission of Final Tender and support to contract negotiations. Post-tender process: Review of tender submissions received and recommendations of DOD/Defence Force Tender Evaluation Team. To update the Final Business Case Report to take account of information from the tender process Post-Contract Award: To assist with the final tender evaluation and contract award process to include debriefing bidders and to provide assistance in completing any post contract award matters. To provide other such advice and assistance as the Minister may require with the project.
                            Marine Advisor (Customer Friend) Scope of Services and Deliverables The aim of this Marine Advisor Services (Customer Friend) tender is to provide assistance to the Department Of Defence and Naval Service project team, to assist with the Public Spending Code requirements for capital expenditure process, to review the Concept Of Operations (CONOPS), to support the procurement process , thus ensuring that the Multi Role Vessel procured shall be able to undertake the full range of missions required in an effective, safe and through life cost efficient manner.
                            Tender deadline is 11 May, and documents suggest the successful bidder will be engaged for 3 years from selection.

                            • The Marine Consultant Advisor is expected to undertake the following activities: AP1.1 Phase 1: Initial Involvement a. The Advisor’s initial involvement with the project will be to familiarise and thereafter contribute to the further development of the planning, evaluation, tender and management strategy. In particular, this will involve: i. Establishing working relationships with the MRV Project Team including by attendance at any meetings with the DOD officials and Defence Forces personnel and/or any other parties as required. ii. Conduct a detailed examination of the proposed Concept of Operations and procurement strategy (prior to promulgation) for the Multi Role Vessel (MRV) and provide a report on same. iii. Conduct a detailed examination of the draft Specification of the Multi Role Vessel and Request for Tender and provide a formal report on same. iv. Providing formal financial opinion(s) to the MRV Project Team as required v. Provide other such advice and assistance as the Minister may require with the naval. vi. As acknowledged in the Public Spending Code requirements the number of project lifecycle stages and the project lifecycle is not necessarily linear, this MRV project may move sequentially through all stages of the lifecycle or loop back at different points as issues arise with the project or circumstances change. In reality, there may be overlap at different stages and the Marine Consultant Advisor will be required to provide different inputs at different stages in the lifecycle as the project evolves. AP1.2 Phase 2: As per the Public Spending Code, compile a Strategic Assessment Report, to include: a. Investment rationale b. Strategic alignment with government policy c. Preliminary Demand Analysis d. Potential options e. Identification of risks f. Framework for identifying key performance indicators g. Appraisal and Governance Plan AP1.3 Phase 3: As per Public Spending Code requirements, compile a Preliminary Business Case, to include: a. Confirmation of strategic relevance of the proposal and detailed specification of the objective of the proposal b. Description of the short-list of potential options to deliver the objectives set out c. Detailed demand analysis and description of underlying assumptions d. Options appraisal, including financial, economic or sensitivity analysis24 e. Assessment of affordability within existing resources f. Risk Assessment, allowance for optimism bias and full risk management strategy g. Proposed approach to procurement - h. Competitive dialogue/Competitive procedure with negotiation i. Proposed approaches to implementation and operation j. Assessment of delivery risk k. Plan for monitoring and evaluation including key performance indicators l. Assist in the preparation of the recommendation to the Approving Authority AP1.4 Phase 4: As per Public Spending Code requirements, compile Project Brief and Procurement Strategy, to include: a. Project Management Structure b. Project Brief c. Output Specification d. Execution e. Risk management plan f. Procurement Strategy g. Cost Plan h. Detailed Design i. Support the MRV Project Team in producing any further required documents in support of the procurement process, if required. AP1.5 Phase 5: Support the procurement and tender process to include: a. Assisting in the preparation and drafting of the PQQ document b. Evaluation of PQQ responses. During the evaluation of PQQ responses the Advisor will be expected to perform the following: c. Provide financial advice on all relevant issues, including procurement issues. d. Provide formal opinion(s) to the MRV team as required. e. Attendance at any meetings with the MRV team and/or any other parties as required. f. During the Request to participate in competitive dialogue/negotiation tender phase assist in the developing and preparing the draft documents to include Preparation for the invitation to participate in dialogue/negotiation including key commercial terms g. Assist in developing and preparing the financial aspects of the draft tender documents and contract documents to include the financial aspects of pricing and payment mechanism and bidder response templates. h. Assist in developing and preparing a financial model for the evaluation of the various stages of the procurement process including the RFT/Invitation to participate and bidder submissions; the revised proposal following the dialogue and the final RFT.25 i. Provide advice on all relevant procurement issues, including all relevant financial issues, including accounting, tax advice, financial risk transfer, staff/TUPE costs and all other related financial matters as necessary. j. Provide advice on all relevant environmental issues, including incorporating green procurement into the process. k. Assist in establishing the dialogue/negotiation strategy and position. l. Support the MRV team in producing any further required documents in support of the RFT/invitation to participate in dialogue, if required. m. Support the MRV team, if required, in preparation for governmental report (Public Spending Code requirements) review stages and internal approvals as required. n. Assist the MRV team in evaluating the financial proposals submitted by bidders, including analysis of bidder’s financial models in response to the RFT/invitation to participate. o. Support the competitive dialogue /competitive procedure with negotiation process i. Assist the Project Team in exploring and evaluating the financial and contractual element of the proposals in particular in relation to financing of the underlying assets submitted by bidders and assisting generally in the conduct of dialogue/negotiation(s). ii. Provide timely advice in relation to any points of dialogue/negotiation and associated documentation. Provide formal opinions in connection with the transaction, if required. iii. Attend any meetings with the MRV Project Team and/or any other parties as required. iv. Assist the MRV Project Team in evaluating the proposals submitted by bidders in response to the revised proposals request following dialogue. v. Assist the MRV Project Team in debriefing bidders on matters related to their Outline Submissions. AP1.6 Phase 6: Support completion of final specification and tender documents a. This phase constitutes a review and an assessment of the outcomes of the detailed negotiated procedure / dialogue phase, leading to an articulation of what the MRV Project Team is seeking from its (remaining) tenderers. b. The Advisor will need to provide analysis of the dialogues and provide associated and timely advice and drafting. AP1.7 Phase 7: As per PSC, compile Final Business Case Report, to include: a. Final confirmation of strategic relevance of proposal & detailed specification of objectives of proposal b. Detailed Project Brief as set out in the Planning & Design Phase & as confirmed by the tendering process c. Economic & financial appraisal using updated information from the tendering process.26 d. Re-examination of affordability within existing resources e. Full risk assessment and consideration of remaining optimism bias. f. Detailed delivery schedule g. Evaluation Plan. AP1.8 Phase 8: Final Tender Evaluation and Award During the final tender evaluation and contract award phase the consultant will be expected to: a. Assist the Project Team in evaluating and reporting on the proposals submitted by bidders. b. Support the Project Team in preparing clarification requests and reviewing responses. c. Support the Project Team as required in negotiations with bidders and any other relevant party. d. Provide timely financial and other relevant advice in relation to documents produced and to draft documents required. e. Provide financial and other relevant opinions to third parties in connection with the transaction, if required. f. Attendance at any meetings with the Project Team and/or any other parties as required. AP1.9 Phase 9: Post-Contract Award During the post contract award phase the consultant may be expected to: a. Assist the Project Team in debriefing bidders on matters related to their final tenders. b. Provide assistance in completing any post completion matters. c. At no additional cost, meet with the Department for de-briefing on lessons learnt and, if necessary, assist in the production of any notes concerning de-briefing matters. The consultant will be expected to provide a training seminar to DOD/DF personnel to assist in the transfer of experience about generally applicable tendering / contractual issues which arose.
                              The contract duration is expected to start in June 2021 and, subject to Section 1.4 & 1.5 is expected to run until contract award of the MRV (circa May – Jun 2022). In the event that for any reason the MRV project contract is not awarded, or does not become effective, as expected then the Contracting Authority should have the option to require further advice in connection with the procurement of a MRV until 31 December 2025.

                              • Who is the Marine Consultant Advisor and what staff or organisation does he have to meet the laid out tasks? The Draft document, other than term "MRV" doesn't give a clue that it is a ship that is being built or that it is meant for worldwide travel in most weather conditions. The key matters are tonnage, and sufficient stability from fully loaded to being completely burned out of fuel. The vessel has to be independent in handling it's loaded payloads and amenable to Vertrep and on scene Helicopter operations. The amount and types of loaded cargo must be decided.
