Without increasing the recruiting pool within the DF, I can't see it being viable to increase the ARW in its current guise. Better option would be to incorporate a sub-unit into the ARW as a support group. That way, a "tier 2" unit can then focus on particular SF disciplines such as LRRP, Irregular Warfare or Counter Terrorism, taking the pressure off the ARW while at the same time being able to compliment the ARW as a whole force capability package for certain mission profiles. A "tier 2" unit might even open the door to the first and second line reserves too, availing of all the specialist skills that otherwise go unused.
