Maratime Rank marking

On the Naval service FB summer ball photo page, there is a picture of a lad in Mess dress with 2 gold wide stripes on his sleeves and in the middle of these is a thinner gold stripe with a diamond type shape.

I don't know if it's an actual Navy uniform or maybe one of the sister services.

Do any of you jolly jack tars know what the rank is?

I purposely didn't link to the picture, just because I'm a nosy twat doesn't mean that chaps privacy has to be interfered with.
