  • Without knowing for sure yet, what/if any implications for the RDF would ye reckon will be involved?

    Overseas duties, basic Irish-based operations (e.g. cash escorts, ATCP/ATCA, etc)...?

              • WP2015 should IMHO provide a framework to address these threats (and any potentionally foreseen ones)

                The indo says the Minister has ruled out any further reduction in the DF and no further barracks closures during his term.

                • So looking at the risks, my 2 cents:

                  Maintain a light infantry all arms force of min 2 brigades in strength (with integral reserve), NS with min 7 vessels (with integral reserve) and a multi-role army support focused AC.

                  They must be equipped and manned to provide a rapid response to any civil or military crisis both at home (to preserve a safe and secure State and overseas (UN, OSCE and EU). Trained in a multitude of skills that are recognised by civilian institutions to a high standard.

                  They must do so in a manner that provides best in class VFM, increased cost effectiveness and that costs are reduced wherever possible.

                  Specifically they must maintain specialist forces to deal with a unconventional threat and civil emergencies, including ARW, EOD, ESST, SST, CBRN, Med, Engr, Tpt & aircraft. Provide a means of assisting in cases of Cyber attack.

                  They must proactively engage with national and international partners through MOUs with State agencies and the OEP, foreign students attending DF courses, attending courses and exercises overseas and participating proactively in wider Irish society (ie PR).

                  They must also actively engage with industry to aid R&D, training etc. Complusory offsets in contracts should be considered. The use of civilians within the DF should be increased to create employment. Any suitable land that is not required should be disposed of for possible use for social housing.

                  • So dev, in summary, maintain the current status quo, make no change whatsoever, because everything will stay exactly the same, there will be no new security risks.
                    Oh, and don't forget to save money at every opportunity.

                    • Yes and no, increase the skill base (must be civilian recognised and I mean everything), improve equipment for some elements, rebalance some elements (eg more MOs, larger establishment of engineers etc), much higher numbers of attendance on courses (foreign personnel on Irish and Irish at foreign), larger numbers of rebalanced forces overseas.

                      The whole DF must engage with industry (following the excellent example provided by the NS).

                      Why is cutting the costs important?
                      1-the state of the Irish economy is probably the enduring no 1 threat to the State
                      2-it is much better for the DF to make cuts & reforms of their choosing (eg say reform of how much paperwork is involved in admin) rather than being enforced upon them, because we all know the DF is an easy target

                      • The DF has consistently made cuts and come in under budget, indeed since before the last White paper. What did it gain by it? Nothing but an ever decreasing budget.

                        • Someone posted here a few days ago that the DoD returned £20m of unspent money from it's last budget, WTF?!? That just gives another excuse to cut budgets. Stock up on Javelin rounds or Cessna replacements or something, use it up!

                            The DF is more than willing to spend that underspend I'd bet but the DOD is very slow to allow said money to be spent. Nudging towards the end of the FY the Army can ask to buy X or Y with the surplus but DOD would say "this isn't in the procurement plan for the year so you mustn't need it!"

                            • I wonder if it was ever considered that Russian bomber aircraft with there transponders turned off and Russian submarines in the Irish sea constituted a threat. It certainly a threat to lives of those who transit Irish and Irish controlled airspace and fishermen who make there livelihoods off our shores. Or would it severely hamper future promotion to anyone who would bring this mater up.

                                Even spend some of it on giving everybody (PDF & RDF) their own set of Wet Weather Gear...
