    Specifically they must maintain specialist forces to deal with a unconventional threat and civil emergencies, including ARW, EOD, ESST, SST, CBRN, Med, Engr, Tpt & aircraft. Provide a means of assisting in cases of Cyber attack.

    They must proactively engage with national and international partners through MOUs with State agencies and the OEP, foreign students attending DF courses, attending courses and exercises overseas and participating proactively in wider Irish society (ie PR).

    They must also actively engage with industry to aid R&D, training etc. Complusory offsets in contracts should be considered. The use of civilians within the DF should be increased to create employment. Any suitable land that is not required should be disposed of for possible use for social housing.

        Perhaps this is what a representative association should focus on, as since 1986 when I've joined the stores has been manned by that well known villain "Dr No".

          RDFRA did have a delegation there, but weren't party to any of the panels. They did engage in the debates by outlining the potential for utilisation of specialists (in particular medical and cyber), increased use of the NSR and development of an employer engagement strategy to better facilitate the availability of Reservists to meet potential operational demands. The Minister gave a clear commitment to the RDF, that it will not be disbanded under any circumstances and that strong consideration is being to developing a meaningful role for the RDF.

          A good few of the panellists gave comment that Ireland has missed opportunities by not utilising it's Reserves.

          Those on the panels included representatives from the DoD, UN, NATO, subject matter experts and members of the Minister's external advisory group. Among the audience was the Minister, the top brass, representative associations, special interest groups, and those who made submissions.

          While Neutrality and the Triple Lock were debated, the Minister acknowledged that Ireland was not politically neutral but militarily neutral, and that there'll be no review of the Triple Lock in this White Paper for fear the debate over the Triple Lock will detract from the more progressive content of the White Paper. "Cyber" was the buzz word of the day.

          There was also good discussion on the loss of corporate knowledge by not having a Bn in the Field.

          The agenda of the day was as follows:

          (As far as I'm aware this is meant for public consumption having been circulated at a public debate)

          Topic - Policy Continuity

          Issues to consider:

          ·*Is the current policy approach appropriate given the projected security challenges?

          ·*Which security challenges are most pressing?

          ·*Within the existing framework, are there pressing capability requirements, (including HR) that need to be addressed?
          Topic - Defence of the State

          Issues to consider:

          ·*What is an appropriate balance between Air, Land and Maritime Forces?

          ·*What are the implications for "Jointness"?

          ·*What gaps should be prioritised?
          Topic - Maritime Security

          Issues to consider:

          ·*Should an increased focus on maritime security be a priority?

          ·*What would this entail, in terms of:

          -*A "common maritime picture"

          -*Intelligence

          -*Other capability considerations
          Topic - International Peace and Security

          Issues to consider:

          ·*Should the State increase the Defence contribution to international security?

          ·*How can this be achieved and how would this link with other policy domains and objectives?

          ·*Would there be an impact at home and overseas of increasing our participation in overseas peace support operations; be that with air, land or maritime assets?
          Topic - New directions, e.g. emerging technologies, enterprise and innovation.

          ·*How can Defence further contribute to economic recovery

          ·*Are there opportunities for increased engagement with other entities?
          Debate away......

                  • Very interesting blog on Saturdays Symposium, and the non-attendance of the political parties.

                    For now, everything hangs on implementation of the CoDF report.

                    • well... coveney is FG and represents them, its the oppo parties that youd expect there - [sarcasm] obv they dont mind about the improvements to DF coming down the line so thats why they didnt show up [/sarcasm].... and when they bleat about it in the dail thats exactly what can be crammed down their tree hugging necks

                        Sean O'Fearghail, Who is FF spokesman on Defence I believe, attended, as did another FG deputy from the Midlands.

                          • The contributions by TD's to defence debates over the years usually fall into four categories

                            (A) Don't close my local barracks
                            (B) The bands are great, can they play more in my area at events
                            (C) The horse school is fantasic
                            (D)Those brits are evil, lets not get into a military alliance because we'll end up on the same side as them.
