Irish Naval Mediterranean EU rescue patrols

  • so by my, admittedly niave naval mind, reading of the Guardian article...:
    1. italian coastguard in charge of rescue operations.
    2. italian coastguard only able to command and control various nationalities vessels when operation declared/live.

    From this:
    1. Irish Naval vessels free to operate in any area or for any time period of their own choice until tasked to an operation/rescue?
    2. Irish Naval vessels dictate their availability for any operation?

    Am I reading all this right?

      You could be! Who knows. In situations like this you would expect an Liaison Officer on board from the Control Org. so that info is two way 24/7, and actions are implemented as agreed. However there seems to be more than one Org. involved?

      • The NS aren't part of an operation, my understanding (could be completely wrong) is that they are an NS vessel in the med, available for SAR as per SOLAS

          The public understanding, from the Minister's comments, is the ship is there on foot of an offer to help by the Irish Government to the Italian Government. Every operation states, so far, it is being carried out on direction of the Italian MRCC. The ports of refuge are also assigned by the Italians.
          Any perchance casualty will always be rescued under International SOLAS and such Rules.
          The Niamh is currently, since 17th Aug. on SAR patrol off the Libyan coast. Good luck in their endeavours on our and the migrants behalf.

              The ship was expected to arrive in the Maltese capital of Valletta today where the crew will enjoy a four-day break before rejoining the humanitarian mission.

              Meanwhile, yesterday, (Mon) more than 70 relations of the crew attended a special meeting at the Naval Service headquarters in Haulbowline, Co Cork, where they were briefed on the ship’s operations so far.

              The briefing was given by the Flag Officer commanding the Naval Service, Commodore Hugh Tully and Captain Dave Barry, who is head of naval operations.

              Personnel support staff, who have been providing the crew with counselling, also spoke to the families who later engaged in a question and answer session with navy officers.

              The crew were given counselling following two traumatic events during which they had to retrieve deal with retrieving the bodies of 39 migrants who had been crushed or drowned while packed like sardines into totally unseaworthy vessels by unscrupulous people-smugglers operating out of Libyan ports.

              On July 27, they found 14 migrants crushed in the lower deck of a seriously overcrowded wooden barge.

              On August 4, another 25 bodies were recovered when a fishing boat capsized as LÉ Niamh was steaming towards it. That day, the crew also picked up 357 survivors, but many others drowned whose bodies have not been recovered.

              The fishing boat was top-heavy with migrants, which resulted in it capsizing.

              While six of LÉ Niamh’s crew are trained in critical incident stress management, it was decided on both occasions to fly out additional experts to Sicily help with counselling the sailors.

              A spokesman for the Naval Service said LÉ Niamh has been pencilled in to return to Haulbowline on October 2 and this would be the case unless she was involved in an urgent, last-minute operation.

              “Apart from that happening her time on the mission will not be extended. At this stage we have not been instructed to send another ship out to replace her,” the spokesman said.

              The weather is likely to have worsened in the Mediterranean Sea by then.

              However, if this has not happened, it is likely that LÉ Samuel Beckett will be sent out, although as winter sets in it would be probably be for a much shorter mission than either LÉ Niamh or LÉ Eithne experienced.

              Since leaving Haulbowline on July 10, LÉ Niamh has saved 1,772 migrants and helped to transfer many more rescued people between other humanitarian vessels operating in the Mediterranean Sea.

              To date, it brings the number saved by the Naval Service to 5,149 people, as she relieved the Navy’s flagship LÉ Eithne, which saved 3,377."

                It is understood that the attack took place while he and the other 58 crew members were on shore at the Sicilian port of Catania after a nightmare rescue at the end of July."

                    It seems that DoD is wiling to pay Overseas Peace Support Allowance but not the armed allowance or PDA

                    • The ships in general on this operation are armed. So far there have been at least two incidents involving Libyans firing on Turkish vessels and a friendly fire incident between a Swedish CG unit and an Italian support boat. PDA was always an automatic part of pay on departure from Cork harbour under agreed Rules.

                        • The OSPA (Armed) is been sent for adjudication.

                          The Naval Service, RACO & PDFORRA consider the mission to be armed.

                          The Dept does not.

                          If the judge decides otherwise it will be a terrible injustice to the crews and will not bode for future missions.

                          A Commisioned Naval Vessel is always armed, with out the ability to defend oneself is how I define been unarmed.

                            Overseas Peace Support Allowance (Unarmed) is been paid only for the entire duration of the trips.

                              Regardless of the status of the mission, PDA should be paid, its the basic sea going pay, anything else would depend on the status of the mission.
                              Covid 19 is not over ....it's still very real..Hand Hygiene, Social Distancing and Masks.. keep safe

                                I agree on PDA/SGA. I,m nearly certain it formed part of Naval pensionable pay?
