Whats the difference between a commissioned ATC and a non commissioned ATC, surely the ATC grade is that which matters as opposed to whether the license holder is commissioned or not?

The ATC Watch Supervisor is an officers appointment

        • Air traffic control personnel are trained to international standards and have a
significant high level of expertise. Military Aero duties could not operate in the absence
of qualified ATC personnel. The cost of civilian personnel engaged in such duties
significantly exceeds that paid to Air Corps ATC staff.
And this is why they will be gone within five years !!!!!

Well 3 were commissioned as Lt’s which would seem to indicate they were at JNCOs and 1 was commissioned as a Capt which would mean they were a SNCO.

2 have at least 10 years service and 2 have at least 15 years service based on their service medals.

If they wanted to there would be a good chance they already would have

they've now qualified as ATC watch supervisors,, higher pay grade in civvy street and their pensionable service is reckonable... given that their contracts will now change significantly... all they need to do is meet that and move on!

Exactly. I know one who graduated alone in her ATC class and promptly bought herself out (and good decision, too).

I propose to take Questions Nos. 74 and 76 together.

As of the 28th February, 2018 (the latest date for which figures are available), the whole time equivalent strength of the Permanent Defence Force, across all three services and ranks, broken down by gender was as follows: -

                    Service Total Personnel Female Personnel
                    Army 7,281 490
                    Naval Service 1,046 68
                    Air Corps 730 33
                    Total 9,057 591
To return to, and maintain, the agreed strength levels, significant targeted recruitment took place in 2017 and has now commenced for 2018. A total of 751 personnel were inducted in 2017; of which 73 (9.72%) were female.

Two Direct Entry Medical Officers (1 Male, 1 Female) and a Direct Entry Naval Service Officer (Male) have been inducted in 2018. It is anticipated that in the region of 800 personnel, comprising of General Service Recruits, Apprentices, Cadets and Direct Entry Officers will be recruited to the Permanent Defence Force in 2018.

                    Current competitions consist of:

                    - A General Service Recruitment Competition, commenced on 26th March 2018 and closes on 22nd April 2018.

                    - An Air Corps Apprentice Aircraft Technician Competition, commenced on 3rd March 2018 and closes on 25th May 2018.

                    - A competition for Cadets is due to launch very shortly.

I remain committed to maximising recruitment of capable personnel, developing serving personnel, and so achieving the best personnel and skills combination to ensure the Defence Forces retain the capacity to operate effectively across all roles required of them by government

I propose to take Questions Nos. 75 and 77 together.

As of 28th February 2018 (the latest date for which figures are available), the effective strength of the Reserve Defence Force (Army Reserve and Naval Service Reserve) was as follows:

Service Total Effective Personnel Female Personnel
                      Army Reserve 1,653 232
                      Naval Service Reserve 124 21
                      Total 1,777 253
I am aware that there is a shortfall between these figures and those of the establishment, which provides for 4,069 personnel. The most recent recruitment campaign for the Army Reserve and Naval Service Reserve began in July 2017 and attracted 1,221 applications, of which 162 were female applicants. A total of 139 new recruits were inducted into the RDF in 2017, of which 10 were female. To date in 2018, 38 personnel have been inducted to the Reserve Defence Force, of which 4 are female. There are plans to launch the next Reserve recruitment campaign in the 2nd quarter of 2018.

I would like to assure the Deputy that I remain committed to the ongoing development of the RDF within the framework set out in the White Paper on Defence.

                      • 10% retention rate of applicants to inductees ... :(
"He is an enemy officer taken in battle and entitled to fair treatment."
"No, sir. He's a sergeant, and they don't deserve no respect at all, sir. I should know. They're cunning and artful, if they're any good. I wouldn't mind if he was an officer, sir. But sergeants are clever."

From what I’ve heard the percentage drop off/failure rate is similar to PDF.

Fears have been expressed that the Defence Forces will find it difficult to recruit enough personnel to keep pace with early retirements as the number of people applying to join up dropped by nearly half between the last two recruitment campaigns.

. In March, 5,210 applications were made, of which 4,838 were deemed eligible. However, 62% of applicants did not bother taking the psychometric (intelligence) tests.

That left 2,996 and after fitness/medical and interview processes were completed, 506 were inducted into the Defence Forces — 425 into the Army and 81 into the Naval Service.

By last September, the numbers applying for the year’s second recruitment drive were down significantly.

Just 2,954 applied, of which 2,451 were deemed eligible. In total, 1,373 of them didn’t bother to take the psychometric tests and were therefore knocked out of the induction process.

Some of those who failed the fitness test the first time were given a second opportunity to pass it and in the end, following the medical and interview process, 286 were deemed eligible for call-up.

                            • Drop in recruitment

Recruitment is currently controlled at the wrong end with a resultant crop failure causing a loss of expected yield. We should return to drop-in recruitment at local centres and have a period of open enlistment for all services. Publish recruitment data by date and time with the presence of specialist units recruiters ( Navy and Aer Corps ) specified. It may have to be a Saturday or post 6pm on other days to catch those currently at work.
Procrastination is rife throughout the Civil Service " always plan into the future with promise of a very busy tomorrow, next week, next year, and then the real benefit is that NOTHING will ever be done today". That style of thinking is everywhere and leads to barren waffle and stunted outcomes, and even unspent allocations.
