The capital expenditure plan until 2021 only budgets for what was prioritised in the white paper, there is not one cent extra for anything else.

Finance Bramch are budgeting for everything in the WP

It may not happen but the WP is DF strategy therefore they have a responsibility to attempt to deliver it

You first said the programme for government was DF strategy, now your saying the white paper is, it cant be both as they are contradicting.

There isn't anything in the Programme for Government that isn't in the WP (although I don't think the medal is in the WP). Of course the obvious part of Programme for Government is to "implement the White Paper on Defence".

The WP is Government (and therefore DoD (and by extension DF) policy probably for the next 10 years (subject to amendment).

The Strategy Statements are extrapolated from the WP and next 3 years.

There are then annual plans (including ATED, battle rhythm, etc).

They are long, medium and short term plans.

But they all feed from the WP

The "9th ship" isn't in the white paper for a start.

The 9 unit flotilla is a reality from 2018 until any of the older units get paid off. If any of the older units are beset by economically irretrievable issues prior to P64 being commissioned then the 9 unit flotilla concept is off the drawing board for the short term.

In the event of additional funding becoming available, beyond that required to maintain existing capabilities, the acquisition of additional ships is a priority for the Naval Service.
                  additional:
                  adjective
added, extra, or supplementary to what is already present or available
For now, everything hangs on implementation of the CoDF report.

Not one single capital item that was prioritised in the white paper has been delivered, there hasn't been one single cent of additional funding in the budget, so how on earth can you plan for "additional" equipment when there isn't any money for it and what was prioritised hasn't even gone to tender?
