A lot of the problems are age-old; manning and manpower is a perennial issue and has been since the dawn of time. If you keep putting trained techs on guard duties/guards of honour/16-weeks-in-the-Curragh, forced Overseas tours and any other crap like Mess duties, then all you will do is drive them out. Same for pilots, same for ATC and same for anyone with a trade, who is trying to do their job. The RAF took aircraft techs off guard duties permanently in 1954 and let the MPs and RAF regiment do the airfield security since. If that great air arm can do it, so can the Don. In this day and age, let CCTV and good fences, the MPs and the RDF deal with base security. Also, there are elements of AC manpower allocation and certain work practises that are stuck in the Stone Age and have to be changed if you want civilian-type availability. You want 24/7/365, then you have to make rapid changes and put structures in place to keep techs on the job. If you are really stuck for techs, do a shake-out of the offices and get a few of the desk jockeys back on the tools until the numbers in the hangars get back up to strength. The Don was always top heavy with NCOs so dig a few of them out of their comfort zones and get them stuck in. I was reading lately of the great efforts made to make the Don an EASA 147 school/workplace so now, they have no excuse. The lads have the quals, let them get on and get stuck in.

GTTC your point applies to any of the high-skill/easy-lose areas in the Defence Forces
"Are they trying to shoot down the other drone? "

"No, they're trying to fly the tank"

dead right; there has always been a shortage of techs in other branches, especially vehicle electrical and electronic trades.

Re part 1 it needs to be quantified what % of AC driver and tech manpower is tied up by training all the cadets! The recruitment and retention system is clearly broken, throwing more and more recruits and cadets while doing nothing about the retention issues is madness.
Everyone who's ever loved you was wrong.
