    it was always the same. The easiest targets are the newbies so it's easy to **** them over with incompetence and neglect because no-one gives a shit about newbies and they wouldn't dare shout back. I'll bet if the GoC's pay was a second late, he'd fire a rocket under someone's ass; ie, he'd ring the Minister personally and fill his ear in. I'll bet if any of the civil servants who ****ed this one up suffered the slightest hitch to their pay, they'd mobilise the Union and unfurl the strike placard. Wanchors.

            Phone PSSC and tell them you're in the reserve and havent received an email from them with the code yet. They'll sort you out.

                  Minister of State at the Department of Defence (Deputy Paul Kehoe): After a Security Duty is performed by a member of the Permanent Defence Force, the details of the duty are entered on the Defence Forces’ Personnel Management System (PMS) at unit level, where certain unit personnel have responsibilities relating to the processing of such duties. If the relevant personnel are not available the responsibilities relating to Security Duty Allowance (SDA) can be assigned to other unit personnel.

                  Once claims are approved by an authorised officer at unit level, the process for the payment of SDA is that all approved claims are downloaded electronically from the PMS on the 10th of each month (or closest working day) and sent to the Department’s Finance Branch from where they are forwarded electronically to the Department’s payroll provider for payment in the next available payroll.

                  I have been advised by the Military Authorities that all Defence Forces units have been informed of their responsibilities in relation to the processing of Security Duty Allowances by the relevant date. The process is contained in an Administrative Instruction which sets out the responsibilities of all relevant appointment holders involved.

                  Approved SDA claims for enlisted personnel were sent by the Department’s Finance Branch to the Department’s payroll provider on 14 November and 4 December 2017 and were paid on 22 November and 21 December 2017 respectively. Approved SDA claims for enlisted personnel that were received on 10 January 2018 have been forwarded to the Department’s payroll provider and are scheduled to be paid on 24 January 2018.

                      Until the Garda Vetting replied back that they were able to turn around vetting requests (assuming no issues) within approx 1 WEEK

                        Exactly. The reality suggests that PSSC was rolled out without adequate information and training judging by the PQ answers. The delays may even be down to a lack of personnel in units to process the pay perhaps?

                          Dear ***********************
                          It has only been brought to RACO’s attention today, that pay restoration adjustments, due from the 01 Jan 2018 under the Public Service Pay Agreements (LRA 1 & 2), will be delayed. These increases will not now be paid in the January 2018 pay roll.

                          Under LRA 1, the final adjustment of restoration for staff earning more than €65,000, was to be completed on 01 Jan 2018 while under LRA 2 an additional 1% pay restoration for all employees was due to be paid in the January 2018 pay roll.

                          At a meeting with the Department of Defence today, the official side stated that both pay adjustments would not be paid in the January payroll. When questioned by RACO as to how this situation was allowed to happen, the official side initially attempted to suggest that it was because of the late endorsement by RACO of the LRA 2 PSSA.

                          RACO rejects this explanation, as we clearly identified to DOD the Association's acceptance of the LRA 2 proposal on 12 Dec 2017 well in advance of any required adjustments for the January 2018 payroll. RACO further informed the official side that RACO had posed this question to the Department two months in advance of the December 2017 deadline in order that they were in a position to facilitate any adjustments that were likely to be required. This date (12 Dec 2017) provided ample time to provide for pay roll adjustments.

                          DOD then responded identifying DPER as delaying in providing sanction for the payment of these adjustments and that the Defence Forces were not the only Public Service employees affected. Of interest is that the DOD employees are not affected i.e. pay adjustments have been authorised and provided for to the Department of Defence staff.

                          RACO expressed our complete alarm with the approach by management and our dissatisfaction with the lack of any prior communication alerting our association on the matter.

                          Members frustrations are clearly noted and this was expressed to the official side.

                          RACO requested a formal response from DOD and a date when both measures will be implemented. DOD were unable to state when the measures will be implemented. RACO will further advise Members of pay roll arrangements when clarification has been received.

                          The RACO professional staff find the situation where Management are not in a position to either pay the due increases or state when they are to be paid quite inconceivable, particularly where the Minister has stated that levels of low pay is being addressed through the National Pay deals.

                            A row over pay has overshadowed the largest commissioning of officers in the Defence Forces’ history.


                            The commissioning ceremony, which took place at the Defence Forces Training Centre in the Curragh, consisted of 68 new army officers and two in the Air Corps. The Defence Forces also trained eight Maltese officers who graduated yesterday.

                            RACO, the organisation which represents officers across the Defence Forces, said it welcomed the new personnel but was quick to point out that recruitment still isn’t impacting on the numbers of officers leaving because of poor pay and conditions.

                            Even with the latest appointments, there are 200 fewer officers serving in the Defence Forces than in 2007.

                            RACO expressed “alarm” after it had been informed officers would not be getting pay restoration agreed in public service pay agreements (Lansdowne Road 1 and 2) in their pay packets this month, despite the fact civilian workers in the Department of Defence would.

                            The Department of Defence initially said the delay was due to late endorsement by RACO members of the Landsdowne Road 2 agreement.

                            RACO deputy general secretary Lieutenant Colonel Derek Priestly said his organisation totally rejected this explanation, saying it had clearly identified to the department the association’s acceptance of the Landsdowne Road 2 proposal on December 12, well in advance of any required adjustments for the January 2018 payroll.

                            “RACO further informed the official side that RACO had posed this question to the Department of Defence two months in advance of the December 2017 deadline in order that they were in a position to facilitate any adjustments that were likely to be required,” he said.

                            Lieut Col Priestly said that while officers weren’t being paid the increases, they noted with interest that civilian staff in the department were.

                            “RACO expressed our complete alarm with the approach by management and our dissatisfaction with the lack of any prior communication alerting our association on the matter,” he said.

                            “The RACO professional staff find the situation where management are not in a position to either pay the due increases quite inconceivable, particularly where the Minister (Paul Kehoe) has stated that levels of low pay are being addressed through the national pay deals.”

                            PDFORRA, which represents enlisted personnel in the Defence Forces, said it had also made representations about the delayed payments.

                            Its general secretary, Ger Guinan, said he was concerned about the delay and had been informed it was still being processed and should be paid out in the next couple of weeks.

                            Mr Kehoe and vice-admiral Mark Mellett, the chief of staff, attended the historic passing out ceremony yesterday.

                            The 93rd Cadet Class comprised eight officers who had previously served in the Defence Forces as enlisted personnel and 31 university graduates with a range of qualifications including law, history, animal science, multimedia studies, music composition, and English literature.

                            A further 17 officers were in third-level education prior to joining the Defence Forces.

                              Yet again the Department of Defence try to blame everyone else for the pay delay.

                              First they say it's RACOs fault, then they try and blame DPER, yet it turns out they get paid on time themselves.
