    Well the tender was published yesterday and here is what they are looking for

    Provision of Light Utility and Utility Military Helicopters.

    2 Light Utility Military Helicopters mainly for pilot training but also
    which may be configured for air ambulance, VIP transport and limited
    command and control.

    4 Utility Military Helicopters (with an option for
    two (2) additional Utility Military Helicopters) mainly for
    interoperability training with the Army, military manoeuvres, air

    It looks like Flight International's sources weren't too bad after all.
    This smacks of a tender written to fit a particular aircraft, and that is the EC135/145.

    "limited air lift and troop transport for up to eight fully equipped troops"

    How did they come up with that as an appropriate capability for new helicopters?

      I have a feeling that we have not seen the last of the A111's yet.
      4 helicopters carrying 8 troops each gives Sweet FA real capablity, but if they buy something good and in about a years time there is a follow-on order for about 12 more then we could be talking sense.
      The best thing about the tender is it appears to say 'military' helicopters, and that is good news.

        Three of the worlds leading helicopter manufacturers are to compete for a multimillion Euro order for a new fleet of up to eight helicopters for the Irish Air Corps as it assumes a more traditional military role.

        An initial order for two light helicopters for training and four utility helicopters able to carry eight soldier will allow a platoon of 32 soldier to be airlifted in one go.

        Tenders for the new fleet, which were advertised publicly yesterday, also contain an option for two more utility helicopters.

        With the Search and Rescue role all but removed form the Air Corps, the force is now providing more direct support for the Army.

        The famous US Black Hawk is know to be a favourite among some sections of the Defence Forces after Irish Special Forces soldiers used similar Australian Army helicopters in East Timor.

        Eurocopter is likely to put its EC-135 and EC-145 helicopters into the hat for the new contract.

          With the elections so close,anything is possible. However on second thoughts,by the time the decision is made,elections,and the promises associated with them, will be long forgotten,unless the delivery date is close to the next general election.

            Anyone know when the tender process closes?

            I know, even then it'll probably 12-18 months before a decision is made but at least we may know what's really on offer.

              Funny how they are looking for interoperability, when either the Special Study on the AC/NS or the White Paper (can't remember which) said AC aircraft should not serve as part of any overseas missions.

                There is talk of reducing the infantry section to 8, as in the UK, if the GPMG is replaced by an new LMG/LSW, therefore having 2 "fire teams".

                  This is a very rapid contract, the closing date for tenders is 23/7/04, and the deliveries must be completed within 12 months of the award of the contract. The invitation to tender states the expected service life as being 20 years.

                      I Imagine naval Co op died long ago. Perhaps its believed that the Casa does the job the naval Dauphin used to do,and more efficiently?
                      No point seeking a Naval Co Op heli,if no decision has been made to replace Eithne with a similar ship,when she comes due for replacment in the next five or six years.

                        The fleet will be obscenely overtasked as it is without tying up another two airframes on the Eithne.

                          Tender

                          Having spoken to contacts(civvie) very close to this issue there are a few very interesting points in this tender competition.

                          1.There is a clause in the tender allowing manufacturers to bid for the supply of either light or utuiliy, or both, heli types mentioned. They are not, under the terms of the tender required to bid for both, meaning that a different manufacturer may be selected for both helicopters. The best helicopter(package even) in both classes will be selected.

                          2. The purchase of refurbished second hand helis has been explicity ruled out.

                          3. Only a helicopter with a proven track record will be selected. The IAC will not be the launch customer for a particular heli type, nor will we be the only country using a particular type of heli in a particular role.

                          4. If there is a long lead in time to delivery, an interim solution is sought.

                          5. Tenders must be submitted by late July(not sure of the exact date) and all prices quoted are stipulated, under the terms of the tender to be valid for only four months, meaning this decision will be taken very very quickly.

                          6. No time limit has been placed on the two options, a very strange situation. This could mean that there could be consideration given to purchasing them outright prior to the signing of an order.

                          7. The inclusion of the word military in the phrasing means that we wont be getting a heli fitted to civvie standard.


                          Interesting huh?

                          So where does this leave us as regards to type?

                          LUH
                          There is nothing in this one. Its between the A109 and the EC635.

                          UH
                          This where it gets interesting.
                          Eurocopter:
                          EC-145 Only used in quasi military role with the German border police. Still on the lighter end of the scale. Would have trouble carrying eight fully equipped troops over a long range.

                          AS565 Its a Dauphin, nuff said.

                          NH-90 only entering production and with a large order book it would be 3-4 years before we would see one. Very expensive option and possibly bigger than what the tender stipulates. Long lead in time might be overcome if a couple of Cougar's/Super Puma's are offered in the interim.

                          Cougar
                          Too big, but if Eurocopter offer a good price it might be their best option.

                          Sikorsky:

                          H-76 Not in widespread military service. Capable, but better suited to civilian roles. EC-145 sized.

                          S-70/UH-60L Strength of the Euro against the dollar makes this option a strong contender, might help overcome high unit price.
                          Probably best suited for the roles. Main problem is whether the Dept would go down the road of buying helis from two separate manufacturers, but with only two LUH being bought, I dont see this as a major factor.

                          Agusta:

                          AB139: High speed heli but apparantly a bit cramped in the UH role. Range questionable when fully loaded. Not in military service anywhere so it would seem to be a non runner.

                          AB412
                          Again meets the requirements, relatively inexpensive. The main problem is whatever way you look at it the AB412 is the evolution of a 40+ year old design and one wonders whether after 35+ years of service whether the spares back up would be there. It has not been ordered in any significant numbers by a military force since the Canadians over 10 years ago.

                            Probably the manufacturers will have to stipulate the terms of the "options", thereby allowing some flexibility to the decision board in evaluating the contract(s).
