OPV Replacement

  • Replacement ships

    It would be advisable that any new ships would include a facility for a basic ships Hospital. The Mediterranean deployment is a case in point as statistically people, brought on board, will be sick, injured, or have babies. A six bed unit , with screening, and portable operating equipments, sterilizing units , bathroom etc would be a good facility.
    Is there, by the way, a Defence Forces Medical Plan. If military groups get injured, infected, and require a treatment and rehabilitation program, what is the plan? Is the Medical Corps per se operationally good to go.

      This type of unit is already available by combining TEUs. You just need deck space to set them up (either internal or external). The Medical Corps already has them, though they are more usually seen laid out flat. Medic in cork was using it for the morning sick notes some years ago after the Old Hospital was converted into Brigade HQ. Not sure if its still in use.
      For now, everything hangs on implementation of the CoDF report.

          They get brought to the local hospital, not unusual to have one a week in the ED where I work.
          Covid 19 is not over ....it's still very real..Hand Hygiene, Social Distancing and Masks.. keep safe

            The reason I ask was after listening to an RN Lt. Cdr. Surgeon that worked in Camp Bastion. He has with others, produced a historical account of all injuries to personnel, including the remarkable change from bullet type wounds to predominantly explosive type injuries in the latter part of the Afghanistan campaign. He highlighted the unthinkable good outcomes for critically injured personnel due to early stabilisation by helicopter emergency medical teams, coupled with treatment at Bastion, medievac treatment enroute to UK and treatment at ONE SPECIAL SURGICAL UNIT IN A BIRMINGHAM Hospital. His book is being made available to all NATO countries.

              It said that there should be 22 MOs at a time when the 22 we didn't have enough to do the necessary medicals. Of course at the time the establishment was for 47 MOs!!

              Guess what we are still contracting civvy doctors to conduct medicals and sick parades.

                  Original contract price was €98M for two (with a third at that price if option exercised).
                  However a few things have to be included. VAT at 23% and Inflation. Very few contracts these days are not index linked.
                  So:
                  €98m for 2, €49m for one.
                  Inflation of 5.3% since contract was signed, increasing €49m to €51.61m. Weapon fit was not included in build cost, so add €5m for that (They aren't 2nd hand this time). Ship now costs €56.61m. Add VAT@23%
                  Total cost just under €70m.
                  For now, everything hangs on implementation of the CoDF report.

                        Parts of ship repairs, fitting out, etc can be zero rated for VAT. For instance anchors and chain are zero rated but not binoculars and stores. So it is not a global figure on the total ship price. Vat where applicable is at standard rate.

                            • In the case of a state body purchasing equipment such as this, vat is applied at the standard rate. Ironically if it were a private organisation purchasing the same thing, vat would be at Zero. Vat does not go to the country of the payee, but to the EU.

                              Its a fascinating tax. It's what makes accountants such joys to be with.
