    Not really Murph. The NS equipment programme in the late 1990s/early 2000s was part funded by the CFP (just like the CASAs were part funded in an earlier era). This meant that the State paid for the equipment up front, and then claimed a proportion of the funds back from the EU for that proportion of the costs deemed 'eligible'. Weapons fit is not deemed 'eligible', and thus was not recoverable (other costs that wouldn't be deemed eligible would be things like Admin costs, or certain types of outsourced contracts).

    The CFP changed fairly radically in 2002 (major reform package), and the type of capital supports previously available dissappeared. Given that these funds have not been available for nearly a decade, there's little chance that this was an issue holding up the replacement programme. It was just down to sorting out the capital budgeting process, and possibly wrangling over the terms of the contract.
    ... and giving the appropriate minister directions to his ministerial office.

        07:49 GMT, July 21, 2011 “Meteoro”, the Spanish Navy’s first Buque de Acción Marítima (BAM) amphibious action ship has successfully completed its sea trials. The goal of these trials, which took place on July 17-18, was to test the ship’s navigation and combat systems, and to evaluate its noise level.

        Meteoro,” which was launched on Oct. 16, 2009, is a medium-sized vessel offering high performance, substantial multirole capability, a high degree of commonality with other Spanish Navy ships, and reduced acquisition costs.

        Its principal missions are escort and protection of other ships, monitoring of maritime traffic, anti-terrorism, counter-piracy, anti-drug and anti-human smuggles operations, as well as search and rescue, humanitarian assistance, and enforcement of fisheries, environmental and anti-pollution regulations.

        The main characteristics of the BAM ships are as follow:
        • Length overall: 93.9 meters
        • Maximum beam: 14.2 meters
        • Height to main deck: 7.2 meters
        • Displacement at full load: 2,575 tonnes
        • Maximum speed: 20.5 knots
        • Maximum range (at 15 kts): 8,000 nautical miles
        • Crew: 35
        • Accommodation for 35 additional people.

                He added that following a tender competition a contract was awarded in October 2010 to Babcock Marine in the UK for the provision of two new Offshore Patrol Vessels (OPVs) for the Naval Service. The new ships will replace two of the older Naval Service vessels, which will be withdrawn from operational service. Preparations for the construction of these new vessels have commenced and the first new vessel is scheduled for delivery in early 2014. The second vessel will follow one year later.

                  The big brother of the Chilean OPVs (that the IAC Dauphins are flying off of)
                  Looks to be a very capable platformm more so than the new Irish OPVs. But looking at the technical data sheet, the quarters seem quite cramped!

                    • I dont think its a waste of space under the deck. Container storage and a open covered work space for staging etc.

                      Engine room midships possibly for weight distribution CoG??

                      • But there is only storage space for 2 containers, when you could store up to 8 there, and land on top.
                        C of g shouldnt be an issue on a 2000t ship. You just move your storage tanks about. Why are there not 2 engine room spaces?
                        I'm not sure if putting the dry provisions an beverage store accessable by going through the Gun room is wise either..

                        • Having read the report on The RNZNs disaster with the RHIBs mounted in that fashion, I would question the ability of any ship carrying such a configuration in the type of sea our NS regulary operates in.
                          Covid 19 is not over ....it's still very real..Hand Hygiene, Social Distancing and Masks.. keep safe
