    Thats the simple explanation.
Hang on a second. Are you saying that because of whatever rules are in place, the Government may only lease non-military helicopters, less well suited for the purposes for which they're supposed to be leased for?

According to Jane's, the Canadians have leased MI-8s from a Toronto(?) based company, the roles will include troop transport but will not include ground attack. They will be flown by civilian pilots (experienced former military). So it seems it is possible to be able to lease such helicopters for troop transport.

After I posted this I saw this on Alert5 http://www.ctv.ca/servlet/ArticleNew...ub=CTVNewsAt11

Millions of soldiers have been transported safely in sideways seats in fixed-wing aircraft and rotary aircraft. Now, someone decides that it's a problem? Either change the seats around or accept them as they are.

Billions of people have been transported in land, sea and air vehicles on side facing seats. However modern safety theory is that side and rear facing is best and so civilian transport must not be side facing. Military vehicles are exempted from these rules because the need to rapidly debus out weighs the safety requirement.

Was this the aerial picture of the camp at Goz Beida? (Can't remember if that was it) If so, that was taken from (and can still be found on) an official government website and that means it must have been approved for public release.

If it was another pic, I've said nothing.

Let me say it again. The Mi-8, like all Russian aircraft, is certified as both a civil and military helicopter. If the seats don't suit a particular EU requirement, then change them round. It's not hard to do.Just tell the people who are supplying them to fit forward or backward facing seats and they'll do it.They'll fit them upside-down or with yellow spots, if you like.Just don't deny the troops usable aircraft because of a bureaucratic hitch.Failing that, hire helicopters from the oil-rig companies as they have a plentiful supply of them (Super Pumas/S61/Bell 212) with fwd/aft facing seats.
