What is the proper name for the man/women that gets dropped out of the SAR Heli to make a rescue or attend someone!

In practice,Irish and UK sar crews do not "drop" anyone from the heli. If they do,this person is a rescue swimmer.
When the person goes down on the wire they are winchman.

Catch-22 says they have a right to do anything we can't stop them from doing.
