Does anybody know when the fixed term promotions for Lt.-Capt. will be signed off by the Dept? The Dept. seem to be dragging their heels on these promotions.
RDFRA say that it is only a matter of time and they will be back dated to May. I know of a few officers waiting on the promotion. They were of the opinion that they would have it for summer camps/cources.

The Dept is dragging it's heels because it'll be creating a lot of unnecessary Captains.

The Dail debates 28th March 2007 Question 264 gives an answer -
First the cmdt posts then the vacant captains post will be filleed
It also lists the Officer appointments by Brigade and unit by rank- Army Reserve 37 Cmdt, 50 Captains and 19 Lts posts vacant Naval Service 1 Lt-Cmdr and 2 Lts posts a grand total of 109 posts against a total establishment of 739.
Lieutenants may be promoted to Captain on completion of 15 years service as an officer, if:
- they have attended annual training in 3 of the last 5 years
- they have been received a satisfactory rating in each of the last 5 years
- they are recommended by GOC & D Reserve
- they may be held supernumary
Lieutenants may be promoted to Captain on completion of 5 years service as an officer, if:
- they have attended annual training in 3 of the last 5 years
- they have been received a satisfactory rating in each of the last 5 years
- they are recommended by a promotions board
- they are recommended by an interview board
- they are recommended by the GOC & D Reserce
- a vacancy exists on establishment
