For other ranks the trousers should be hemmed up to a level where, when standing, the crease at the front of the trousers "hangs" straight down - ie the bottom should be clear of the boot, not resting on it, making the crease a single straight line. Around the 3rd lace hole from the bottom is the usual length, but you're more likely to get away with having them too high than too low.
Officers wear their trousers differently, since they wear brown shoes.
