Am guessing it' s so that it can be buttoned securely, so it can be
worn like a hooded coat type thing (oh yeah, a poncho !!! )
Didn't realise there were DPM issue ponchos, I've seen DPM issue bashas
alright.....
"Well, stone me! We've had cocaine, bribery and Arsenal scoring two goals at home. But just when you thought there were truly no surprises left in football, Vinnie Jones turns out to be an international player!" (Jimmy Greaves)!"
Ponchos were issued in Liberia I think as rain gear was too hot.
If it is the same configuration as the old 58 one. The press studs keep the sides closed (leaving a wider gap at the to for the arms and the cord is to tie it at the waist, the hood is where you put your head!

The IP-DPM poncho is an exact copy of the old OG one.Now what has that got to do with anything you ask.Well the old OG poncho could attach to the foot of the 58 PTN sleeping bag which had six press studs to correspond with the six on the inside of the poncho. This combo made up a small pup tent or bivvy when used with paracord/bungies.
"Let us be clear about three facts. First, all battles and all wars are won in the end by the infantryman. Secondly, the infantryman always bears the brunt. His casualties are heavier, he suffers greater extremes of discomfort and fatigue than the other arms. Thirdly, the art of the infantryman is less stereotyped and far harder to acquire in modern war than that of any other arm." ------- Field Marshall Wavell, April 1945.
Handy bit of kit, Ihave mine at the bottom of my daysack along with a few bungee's and tent pegs. Great to have on a patrol away from the patrol harbour, means you can throw it over your gear in an FRV and go do a recce and when you get back its dry.
To close with and kill the enemy in all weather conditions, night and day and over any terrain
