    Information Circular 9/2009 - 25% Reduction in RDF Allowance

    PDFORRA was informed by the Department of Defence that they had issued instructions to Soldiers Pay Section to reduce RDF Allowance by 25% in line with reductions in subsistence and travel as outlined in the Department of Finance circular 07/2009 E/105/1/09

    PDFORRA stated that RDF Allowance was reviewed on the 26th July 2007 and the review was in line with the provisions of Department of Finance Subsistence Circulars by the amount equal to four-fifths of the average increase in home subsistence allowance over the previous two years.

    The method of reviewing RDF allowance formed part of an agreement with PDFORRA and the next review would be due to take place in July 2009 this review would be in line with custom and practise and would be based on subsistence allowances increases over the previous two years and not on a reduction of 25% announced in January 2009.

    PDFORRA further stated that given the Departments actions were disputed by the association and no deduction on RDF Allowance should be considered until PDFORRA is given an opportunity to discuss this issue through the C&A mechanism, further we were of the view that no review takes place until the due date July 2009.

    The Department of Defence has not given any indication of reversing their decision or engaging in the Conciliation & Arbitration mechanism and PDFORRA have placed this issue in the hands of the Associations Solicitors who have been in contact with the Department of Defence on the legality of their actions.

    Another way of trying to reduce the cadre and reducing what the RDF can do?

      I was thinking there last night, does anyone have cadre who are under 50? It seems to me as if none of the current crop, who are all approaching retirement, have been replaced. In fact I have not seen new cadre myself since the early 90s.

      So the old guys retire, and its no longer worthwhile for those who may want it to apply any more.


      Catch-22 says they have a right to do anything we can't stop them from doing.

          Other drawbacks

          Whats also worth noting is the Civil Service mileage & subsistence rate reduction by 25%. The handsome PO allowance for PDF unit comdrs,etc is not so attractive any more. And I say PDF Comdrs, as the PO allowance for Reserve officers is becoming more and more difficult to actually get approved.

          So, does the over 50 cadre staff with AF154 permits now have to perform extra driving duties ?

            LOL!!! The reach for there were RDF driving courses in the last few years was that units are now supposed to be self-sufficient.

              Yes, but there's no RDF available during the normal working week to drive the CO around !

                  Oh he can drive his civvy car, not a military one. And with the mileage rates down, he now has to question the cost of depreciation of his civvy car against the reduced rates !

                  Some Officers have permits, but its not global, as having road accidents in military vehicles normally leads to charges on the drivers record. Therefore, its not gentleman like to have such a charge on an officers record !

                  Obviously bears more on the geographical spread of one's unit, but I have already seen it in the South.

                    Only if they are drawing tech pay for being a driver.

                            We have two drivers in my coy who are swa and under 50. I believe the youngest cadre person is 41. Most Cadre are in their late 50's however my bn has got a lot of new Sgts from our PDF bn who are younger and more enthusiastic than the previous crop.

                            The reality is that when I joined the FCA the cadre were excellent and very enthuastic but the same thing week in week out does wear you down. We also have 5 of our cadre overseas at minute good for soldier but bad for RDF.

                            Days are numbered letters of comfort are to be withdrawn and even the old sweats will be RTUed to their original home unit which some left in 1974
