    look at their numbers of people in the RDF , P175 section D and the breakdown of Grat and Pay .... something's amiss there unless we chuck a load of people and everyone goes integrated [ hmmm ]

      Overall budget:
      2008: € 839.967 million
      2009 (figures published in October 08): € 817.454 million
      2009 (figures published today): € 786.253 million


      Personnel figures for 2009 (i presume through wastage)
      Officers - 2
      ANS - 2
      Other ranks - 141
      FLR officers +10
      FLR other ranks + 10
      RDF + 250
      Civilian employees - 21

      Will do the headlines when I get home but NS is getting a down payment on a vessel (or a lot of refurbishment work)

      RDF Pay 25% cut
      Looks like DOD & DF HQ are moving this year
      NS fuel budget has dropped over 50%
      AC purchase/upgrade aircraft budget is 1.3% of what it was last year
      Uniform budget not cut
      BDA & SDA continues
      1/3 of defence equipment purchase/upgrade budget gone
      A million euros worth of land to be sold (I presume the annoucements made already)

        The people who didn't get grat last year will get grat, everyone will do min 14 days.

          The numbers of personnel inclued in section D is 7,250 which is an increase on last year. It doesn't make sense.

            What is a Uniform and Messing allowance??? That is getting a good increase for RDF, but what is it?

            They seem pretty sure there are 250 people up on last year, bringing us up to 7250 members!!!! Everything except Pay is getting an increase.

            Is it just my imagination or are they overbudgeting for RDF, so that they will fall a bit short on the estimates.

              Ok, so what can be inferred from the estimates:

              - Increase in non-EU foreign travel for DOD
              - Decentralisation of DOD / DFHQ (entertainment, computers, furniture, maintenance, computers, telecommunications)
              - More consultants
              - Reductions in all PDF allowances (except overseas)
              - More RDF travel, less mandays, more people getting grat, more officers/SNCOs?, increase in grant in aid?
              - Less new equipment
              - More rounds etc
              - No new aircraft, but new AC equipment
              - More MATS missions
              - Current armoured vehicles to stay on / refurbishment of MOWAGs in Chad
              - NS vessel replacement programme to start, more specialist training, less patrol day/overseas visits
              - A lot of new office equipment but less printing (more computerisation?)
              - More new uniforms
              - Increase in cost/numbers of those going to 3rd level
              - Less use of freight (Chad?)
              - Less medical consumables (UN taking over Chad?)
              - More damage/injuries
              - No advertising
              - Less money for PDFORRA, RACO & RDFRA
              - Funding for Military Archives (move to Collins?)
              - More funding for ODF (but no more personnel)
              - Grant to ONE?
              - A new National Emergency Co-Ordination Centre (part of recentralisation?)
              - New EU missions
              - CD - more grants to local authorities, more money for training (less for purchases)

              Income:
              - To continue participation with UN mission in Chad
              - No income from EU for fishery protection!
              - Less visits from foreign aircraft to the Bal
              - Increase in discharges by purchase
              - End to secondments of DF personnel
              - No more barracks sales

                Overall Defence Vote is taking a 9% hit based on the outturn on 2008 it was to be 4%

                  You can find a lot of useless statistical data in the Defence Budget allocation
                  Looking at the PDF Pay we have

                  Last year there were 1366 officers on € 90,932,000 average of €66568.08
                  This year there were 1364 officers on € 89,511,000 an average of €65623.90

                  The Nursing Service had 24 on €1,326,000 an average of €55250
                  While this year on 22 share €1,372,000 an average of €62363.63 with an increase of €7113.63

                  The other ranks the majority of the payroll bill were 8997 on €345,655,000 an average of €38401.66 are now 8846 strong on €343,675,000 an average of €38840.83 up 1.011%

                  In total there were 10377 on €479,135,000 an average of €46172.78 and are now 10232 on €475,800,000 an average of €46501.17 - this is a mild increase of €328.38 per head or 0.711%

                  The only significant increase that I can find not fully declared up front is that for the Air Corps Support Services for MATS up from €1,038,000 to €1,575,000 an increase of €537,000 or in percentage terms 51.73% YES UP FIFTY ONE percent

                  It is easy to draw may conclusions from the raw data of the Defence allocation
                  An almost silly one could be that two officers equated to the difference in salary of €1,421,000 or seven hundred thousand each – that would be surely wrong!!!!!!

                    One of those would probably be Lt Gen Nash who would be in receipt of his basic pay plus allowances, subsistance etc etc
