Its the Barrack or the transport officer in charge who are responsible for the sorry state of the barracks and the apparent lack of discipline of their men. It is slovenly and reflects badly on the unit, barracks and army. While not advocating the "if it does not move white wash it mode" it is no secret that in a well run unit standards are set and maintained.
A comment from a former colleague of mine who has a lhell of a lot of active military experience under his belt, on the troops sent to Baidoa in Somalia under Unisom. They did a great job, set standards of discipline for other units , the compound loooked like a guards depot and it was obvious that the guys were not just " an ordinary transport company" He has over 30 yrs in the BA most of it in the SAS..
Its about setting standArds and maintaining them and not making exceptions.
