It might be a very small ship/plane but looking back at some of the carry on by the gov. over the years, false economy is what they are really good at.
It might be the case that cadre staff in locations far away from a maned barracks might opt for redundancy or some other scheme. So there maybe potential for savings.

The reserve accounts for 0.5% of the Defence Budget, I am sure if they looked at other areas to the same extent that they are looking at the reserve they would find much more savings.

Franky, the army is well equiped because other EU countries want ireland to contribute to overseas missions, no other reason. And if you look at the armies of NATO countries with a similar population to ireland, the army is up there with them in terms of equipment types and numbers.
And despite the doom and gloom we're still quite a rich nation and they'll find it difficult to avoid pressure from the rest of the Europe to buy helicopters, especially as they're all in the same boat financially as we are. Chad is a good example, there were no helicopters to spare in the rest of Europe, so we had to lease, eventually the Eu is going to turn around and ask why Ireland can't afford to buy helicopters. The department will have to buy them so the politicans will look good in Europe, but without getting extra money.
Hence why they may want a non soldier in the job, who will be able to see things from a perspective where the department want fewer army units, and more equipment like helicopters. RJ mightn't want F-16, and such, but might favour a department proposal to cut a brigade, but add three medium transport aircraft to the aircorps
As for staff costs with cadre, what you've got to remember is that an NCO who retires in 2010, might actually draw his pension for longer than he served. And the non intengrated really contributes very little, but does have lots of hidden costs, like uniforms, light and heat, millage allowance, renting premises.,
No real panic any more, Grat and pension levels to be calculated based on figures before Nov 2009, but the cap will be lifted in 2011.
Its fact, it was posted to HSE employees a couple of weeks ago...every thing remains at Nov 2009 rates until Nov 2011.If anything its designed to get more people on the sidelines to make up their minds and get out over the next 12months.
After that gratuities and pensions will be calculated on Jan 2010 income..ie less the 5% paycut imposed in the December 2009 budget.
Get out now and your grat will be 5% more than it will be in Jan 2012...but you have 18months to make up your mind.

Never seen a contract term before for a senior Civil servant position like D Cos OPS ?
Then again, you don't often come across Generals who will still be young enough to continue serving after the 5 years !

From what I hear GOC Air Corps must be an Air Corps pilot as the position is also Director of military aviation so no Army Brig. Gen. will be parachuted in.

I believe the same goes for the Naval Service.
Would not bet on this,new director of medical corps is a line Colonel, current emphasis seems to be on proper management.
