  • ECF framework.

PDFORRA according to the briefing notes have signed up. Does anyone know what the numbers in the notes means ? 9630 for PDF size and there is NO real mention of the RDF.

"No, they're trying to fly the tank"

Look in the briefing for the minister on page 14

ECF (Employment control forum) in october 2010 agreed on 10000 PDF. However, Fianna Fail in its national recovery plan wanted 9600. The department of finance is looking for 9500.

Going from the briefing to the minister it wll be 9600, with the Df trading bodies for equipment

Quite a few barracks will go I suspect, possibly Galway and Cathal Bruagh, Clonmel and Kilkenny.

Agreement was reached with the Department of Finance and official confirmation
received, in October 20 I 0, on the Employment Control Framework (ECF) for the
Defence Forces. The ECF is based on a figure of 10,000 all ranks Permanent Defence
Force personnel appropriately configured across the Army, Naval Service and Air
Corps to enable them to meet the roles assigned by Government.
The military authorities are developing proposals for a re-organised Permanent
Defence Force, consistent with the strength level outlined in the ECF. However, the
National Recovery Plan was subsequently published and dec isions relating to the
implementation of this plan will ultimately determ ine the revised strength level of the
          Permanent Defence Force.
The National Recovery Plan 2011 -2014, provides for further reductions in the
numbers in the Defence Organisation (see table be low). This will reduce the strength
of the Permanent Defence Force to 9,600. The figures comprise Permanent Defence
Force personnel, nurses, chaplains and civilian employees

The Public Service Agreement (Croke Park Agreement) on public service pay,
pensions, jobs and transformation acknowledges the major process of change,
modernisation and transformation which has been ongoing in the Defence
            Organisation since the 1990's.
Both of the Defence Forces Representative Associations have adopted the Public
Service Agreement 20ID - 2014. This Agreement had been rejected initially by
Permanent Defence Force Other Ranks Representative Association (PDFORRA) but
in a recent ballot, the members of PDFORRA voted overwhelmingly in favour of the
Agreement. The Department and the Representative Association of Commissioned
Officers (RACO) met with the Implementation Body for the first time on the 151
February 20 II. PDFORRA attended the second meeting of the Implementation Body
on the 3rd March 20 II. The Department and the Associations are consulting on the
precise wording of the Action Plan and this is due to be concluded by the 31 SI March
            20 II.
