The DF does pretty well when it comes to major infrastructure. The recent works in Haulbowline were completed pretty much on time and on budget. None of the headaches other depts have had, such as the new Garda HQ in KilmainhamFor now, everything hangs on implementation of the CoDF report.

The Hard work is already done on the Ispat site. The Environmental reports. Any potential engineering project has the advantage of knowing in detail what lies beneath. The worst of which was already dumped at the east tip, now remediated. All you have now it the legacy drains, pits and gulleys from an early 20th century heavy industry facility. It's not Chernobyl.

I know of a factory that has laid idol for years on a significant parcel of land on the outskirts of town that no one wants anything to do with it due to the amount of Asbestos and other potential nasty items in the building and the associated costs of dealing with its legacy.

Any plans for the former pits and gullies involve them being covered over, rather than dug up or excavated. This is best practice. The areas earmarked for any potential build were never used for storage of toxic waste.

i assume that means nothing that requires foundations can be put on the area in red ?

You assume wrong. The Area in red was the Ispat owned site. The area in blue is where you could encounter toxic waste when digging. Within the red area that isn't in the blue area was used for storage and maintenance workshops. An electrical substation was also located here where 110kV pylons to power the electric arc furnace came to ground. Still there is ever someone decided to build wind turbines or other renewable electricity generation...(such as the solar panels on the hangar roof in Bal). Anyone who knows HB knows how windy it can get.For now, everything hangs on implementation of the CoDF report.
