                I would say different kettle of fish but when it comes to Large Infrastructure Projects and Ireland, politics and egos come along and ruin what was once a great idea, and there is no shortage of such c*ck ups, starting with why would someone sign off a Four Lane Motorway with a Two Lane TOLL Bridge in the middle (effectively the first 10 years of the M50) etc,etc,etc........

                • The DF does pretty well when it comes to major infrastructure. The recent works in Haulbowline were completed pretty much on time and on budget. None of the headaches other depts have had, such as the new Garda HQ in Kilmainham
                  For now, everything hangs on implementation of the CoDF report.

                    Really I wouldn't be too worried about the new Bricins - that would be a glorified Primary Care Center not a full scale monster that the Children's Hospital has become. The project I would be concerned about is the ISPAT clean up, anything that concerns HAZMAT has the potential of hovering up money.

                      The Hard work is already done on the Ispat site. The Environmental reports. Any potential engineering project has the advantage of knowing in detail what lies beneath. The worst of which was already dumped at the east tip, now remediated. All you have now it the legacy drains, pits and gulleys from an early 20th century heavy industry facility. It's not Chernobyl.
                      For now, everything hangs on implementation of the CoDF report.

                        Doesn't have to be Chernobyl for the money people to panic when it comes to HAZMAT/COSHH items, mention Asbestos on a old refurb project and all it takes is for something to be found that wasn't in the original survey report to bring work to a stop while it's investigated. I know of a factory that has laid idol for years on a significant parcel of land on the outskirts of town that no one wants anything to do with it due to the amount of Asbestos and other potential nasty items in the building and the associated costs of dealing with its legacy.

                          There is nothing on the Haulbowline site above ground level. Every inch of the remaining ground has been thoroughly analysed and monitored at a level far in excess of anything seen on a normal site. Any plans for the former pits and gullies involve them being covered over, rather than dug up or excavated. This is best practice. The areas earmarked for any potential build were never used for storage of toxic waste.

                            My understanding is the ISPAT plant site has been (or will be) capped (which cannot be penetrated!)…. Think I remember reading something about services being above ground (was possibly in the tender about additional berthage?

                            i assume that means nothing that requires foundations can be put on the area in red ?

                            • You assume wrong. The Area in red was the Ispat owned site. The area in blue is where you could encounter toxic waste when digging. Within the red area that isn't in the blue area was used for storage and maintenance workshops. An electrical substation was also located here where 110kV pylons to power the electric arc furnace came to ground. Still there is ever someone decided to build wind turbines or other renewable electricity generation...(such as the solar panels on the hangar roof in Bal). Anyone who knows HB knows how windy it can get.
