    Well you could, but that would be where the various toxic run offs would have leached into the cracks during the century or so the site has been used for heavy industry. However nothing stopping you building a piled construction, and capping what you have permanently with concrete.
    For now, everything hangs on implementation of the CoDF report.

                          This seems to be a matter of government policy....

                          Department of Defence questioned wisdom of study on use of barracks land for housing before decision on whether it was feasible to move troops out – TheStory.ie
