  • Estimates for Public Services 2006 (Updated with 2007 figures)

Defence spending up about 3 or 4% depending on how you crunch the numbers. In line with inflation anyway. Anything's better than a cut.

Taking 3% as the figure for inflation, there are some significant increases there.

I think the last one is the Asgard II sail training vessel

Asgard II is a sail training vessel owned by the Minister for defence(for purely administrative purposes). Coiste an Asgard is the group responsible for the managing of this fine vessel.

Catch-22 says they have a right to do anything we can't stop them from doing.

The above percentages are a wee bit misleading

As they say 100% of nothing is still nothing
whilst 1% of 10 million is something worth having!!!!!!

I have recalculated the percentage increases [2006 fig less 2005. times 100 divided by 2005 fig] and they look thus

                  PDF Pay + 3.473%
                  PDF Allowance + 1.877%
                  RDF Pay etc + 3.569%
                  Defensive Equipment + 14.240 %
                  Air Corps Equipment & Expenses - 11.470 %
                  Military Transport + 12.485 %
                  Naval Service Equipment & Expenses + 13.859%

                  Barrack Expenses & Engineering + 9.299 %
                  Buildings + 8.144 % (€21.8m on the capital programme)
                  Ordnance, Clothing & Catering + 8.918 %
                  CIS - 11.191 % (€2.8m on the capital programme)

                  Military Training + 2.501 %
                  Travel & Freight Services + 7.453%
                  Medical Expenses + 2.5 %
Lands + 42% (€16m on the capital programme)
                  Compensation -57.143 %

                  Equitation + 2.521%
                  Miscellaneous + 45.153%
                  EU Security & Defence Policy + 2.5 %
Grant in Aid (CD Board) + 2.792%
Grant in Aid (Irish Red Cross) + 2.477 %
Grant in Aid (Coiste an Asgard) - 33.304 %

Total Increase of 2.597% on the Estimated expenditure for 2005.
                  [Current 2.527% and capital 4.61%]

However looking at the individual increases/decreases against the background of the overall increase of €19.168m would show this increase being obsorbed on the following percentages

                  PDF Pay + [B]76.539%
                  PDF Allowance + 5.212%
                  RDF Pay etc + 2.337%
                  Defensive Equipment + 25.454 %

                  Military Transport + 6.527 %
                  Naval Service Equipment & Expenses + 8.274%

                  Barrack Expenses & Engineering + 7.137%
                  Buildings + 14.211 % (€21.8m on the capital programme)

                  CIS - 6.443 % (€2.8m on the capital programme)

                  Military Training + 0.464 %
                  Travel & Freight Services + 1.748%
                  Medical Expenses + 0.402 %
Lands + 2.217% (€16m on the capital programme)
                  Compensation -41.736 %

                  Equitation + 0.125%

Government policy is I believe to reduce the pay non-pay ration in defence expenditure - to towards 70/30 !!!!!!

Difficult to achive this year when estimates goes up by 2.597% over all while the pay element up by 3.73%

€524.797m of €713.128m in 2005 [or 71.12% of total or 73.59% of Revenue] as against
€544.392m of €731.150m allocated for 2006 [71.90% of total or 74.45% of Revenue]

Government Estimates 2006 pages 74 and 75 give the game away
