How about something like this for the basin? Not necessarily a dry dock, but even if the southern most berth of the basin was roofed in (if the NS got it!), it would provide an excellent facility! Wouldn't cost that much, when you consider it's a bit of aluminium, concrete and steel!
Covered dry docks are the future. Better qualty of work, not relying on the weather to be favourable. Would look good over the drydock, however you NEED a crane. You either have to have it big enough for a crane to operate inside, or else you install a moving crane indoors. Thats when the costs begin.
Whats the ship? It looks familiar. One of the smaller River class RN sweepers?
