There was no recorded fire at this location because the wind was blowing from the opposite direction on the night of the big fire.

Why all the panic to refit the place all of a sudden given there was never a fire suppression system present beyond that equipment carried on ships along side and a few hoses an extinguishers on the walls.

25 litre drums make some sense as it would suit use by Local Authority Fire Services as most of their equipment is suited to working from said drums. AFAIK Cork City or County dont have Bulk Foam carriers and rely solely on 25 litre drums

If there were to be a fire it would have progressed well beyond the need for 25 litre drums of Foan when the local authourity would have turned up.
You say the glass is half full, I say the glass is poorly designed to accomodate the liquid it contains in an efficient manner.
In the past the area was almost sterile, Change in procedure and alternative use of the location beyond what it was originally designed for has lead to the requirement.
Now some has revisited the location and demanded upgrade because of an oversight when the location was 'rezoned' so to speak.

If monitors are in the spec, local authority will not need/have oppertunity to plug into local supply given the discharge rate of monitors as opposed to induction branches.
The Local Authority Fire Brigade I presume will be called as part of the Bases procedure and their role would be to deal with any ancillary fires and to augment the bases Fire Fighting capability.
BTW what fire fighting capability does the base have?
Would the Naval Service retain overall command and responsibility during a fire or does the LA Fire Service take charge?

Your Emergency plan must be circulated to the Local Fire Authority if you have the potential for a major incident on their patch.

Always do, they are the qualified experts in firefighting....on land.
Under most emergency planning Command and Control is handed over to the first arriving Fire Officer and he will become the on scene commander although he would have to have liaison with some figure of authourity in the NS.
This is a legal requirement under the FSA 1981 as amended.
