Human beings are not ment to be under water , when things do go wrong they can happen very quickly & have very serious consequences.
The only person who knows for sure what happened has gone on to his eternal reward.
You can train & be as qualifed as you like but sometimes mother nature likes to kick you in the arse & there is nothing that you can do about it.
It is part of a N.S. diver job to rescue or recover bodies but it has to be done in a safe manner as you are entering an alien environment , if the families do not think that you are doing your job good enough then that is something that you just have to put up with.
They are grieving & angry , the vast majority of people do not know how hard it is to find a body underwater even in a river , if the families are honest deep down they know that at the scene the N.S. divers are doing all that they can , but that they are human & can only do so much.
What do you mean abandon ship
    Are they taking requests?

Damo is spot on,nobody no matter how well trained/equipped is 100% risk free of misadventure.

The spat that went on about the Rising Sun was that the NS were wrongly portrayed as obsructing the divers recovery. The civvy divers there were willing and able to dive to recover him and tempers flared as the NS was there but not diving despite expectations to the contrary given to the family as the rov was on the blink.
The info in the post quoted by Dev that the NS put in the EZ is false as only the DoT and/or MCIB can do this,on the DoT website marine notice no 34 of 2005 is signed off by the DoT yet a spokeman attributes it to the NS.

Maybe a senior source in NS/MA gave expectation of prompt dive ops,who knows,it certainly would not be the NSDS who were led by Lt/Cdr Kilo who was very explicit his unit would only dive when all key enablers in place.

The body of the fisherman the subject of this search, father of four, Mr John Ennis, was recovered on the 21 march last after it was spotted floating near where the sinking occurred by persons on local ferry 31 days after the incident.

        RIP
