When I was a young NCO and didn't know any better, I regularly didn't enforce the discipline I should have because I didn't know what was in A7. So here it is in all it's glory so everyone will know their rights and responsibilities.
Inside I'm laughing at A7. Drink driving laws are better enforced.
The US Army has an online library, or used to. Most of the manuals appear to be locked/encrypted now.
try googling "General Dennis J. Reimer Training and Doctrine Digital Library" and you should find something.
Take these men and women for your example.
