    What do the mean former Israeli soldier?

    Once she is finished her regular service (conscription) she is still a member of the reserve (and can be called up if required).

          this will impact on her ability to obtain any state job or even if she will now be allowed

          go to a state run university in Israel.

              US soldiers receive instruction in "media interviews, social media and propriety, operational security, etc," in basic and pre-commission training and at several points in their professional development. Abu Ghairab helped drive the train. (I work Public Affairs training and education issues for the US Army.)
