Is this the Soviet mapping that was reported in sheetlines a while back. If so then just do a google search on it beacuse the Soviets VTU (mapping unit) mapped most of the world in some very good detail many British and Irish cities were mapped in 1:10000 or 1:25000 scale which is pretty impressive and if I remember the articale right it was started back in the late 1930's and gathered momentum during the cold war when the Soviets were likely to talk a trip west.
From what I can remember they even had the place names spelt phonetically in cyrillic to allow correct pronuciation i.e Dun Laoghaire beame Done Lee-Re and Glouchester became Gloss-Ter or something along those lines.
Personally I would say that it was a military funded pet project that grew arms and legs on em until somebody high, high up went **** it we'll map ever where and be done with it.
