The Air Corps are looking for a 6x6 Rapid Intervention Foam Tender for service with the Crash Rescue Service.
They expect it to be around for 10 years.

Insofar as possible, Irish Air Corps wishes to ensure the vehicles added to the fleet shall have similar layouts to the existing fleet of RIFT vehicles so that the costs of retraining/familiarisation of crews is minimised when a new vehicle enters the fleet. This is also ensure speedy and effective responses in an emergency situation.
Potential suppliers of the proposed RIFT vehicle should therefore propose their best solution to the following desired configuration/features list.

There are two appliances of that type already operating in Waterford.
The more you read the tender the more it looks like they want the same appliance, or rather they want one the same dimensions, with the same tyres and engine, the same internal layout etc, while not actually specifying "we want you to provide us with this make".
