I see people aren't very observing, the clapper board says it was filmed on the 21/12/69

I now this might not be the best time to ask this question (considering what's going on at the moment), But can anyone Identify the Statue/Bust at the end, my first thought was JFK, but can't find any information online for one in Clare?
It was the year of fire...the year of destruction...the year we took back what was ours.
It was the year of rebirth...the year of great sadness...the year of pain...and the year of joy.
It was a new age...It was the end of history.
It was the year everything changed.

    It's Kildysart in Co Clare.

The memorial at the end of the video is of Peadar Clancy.

It starts outside Community Hall in Kildysart, it's not Scariff.
The hall must have been used by the FCA.

Probably 1987, Michael Noonan didn't become MinDef until then.
