Last week [Tuesday 7th Feb 2012] the Justice Minister in formed the Dail as follows....

Minister for Justice and Equality (Deputy Alan Shatter): .......... Reductions in Garda strength must be seen in the context of a wider programme aimed at reducing the size of the public service, and will contribute to reducing expenditure and complying with the terms of the EU-IMF agreement.
Today I have secured Cabinet approval for the appointment of 2 Assistant Garda Commissioners, 8 Chief Superintendents and 23 Superintendents, a total of 33 appointments to senior Garda ranks. All of the consequential vacancies at Sergeant and Inspector ranks will also be filled. I was very glad to secure the agreement of my colleague, the Minister for Public Expenditure and Reform, and the Cabinet as a whole for such a significant number of appointments. In seeking these promotions, I was conscious of the need to enable the Garda Commissioner to fill key positions in the senior ranks, and to maintain both the investigative and also the management and supervisory capacity of the Force. .........
Is it beyond hope that the same deal/offer would be applied to the Defence Forces for whom the same Minister [Deputy Alan Shatter] has oversight!!!!!!!
The GS have AGSI to fight that cause, There is no similar org for the DF NCOs.

He was actually on his pre-retirement course and went to the match in the evening. But yah wrong place at the wrong time
Obviously he passed the course if he was allowed to retire!
hew as still O/C Sth Brigade it was his responsibilty to make sure the information was presented in a forthright fashion, it wasn't, they learned of it through the media, he failed those under his command.

Not the first time either, I had the dubious pleasure of working under his command a number of years ago, very much 'in the club with the boys' - he is a very intelligent man who has excelled in an academic sense within the organization, but as for man management he is an absolute gimp....

Think of the Sections of the Defence Act and the DFRs that say "GOC", eg what if you are seeking a redress how do you go to the GOC if there isn't one?!
Up to the reorg of the PDF in the 90s you would have been correct!
Pre-reorg there was a Bde (OC was a Colonel) in each Command, who reported to the GOC
Post-reorg they got rid of the Command level structure.... therefore the OC of the Brigade is the GOC
