    German Whitepaper on Defence

    German Armed Forces - Whitepaper

    https://www.bmvg.de/resource/resourc...te%20Paper.pdf

In future, the Bundeswehr will rely even more on multi-talented, specialised and highly qualified personnel.
In the long term, we must tap additional potential because technological progress and digitalisation will
require expertise that the Bundeswehr does not have, at least to the necessary extent. Extensive autonomy
will no longer be the guiding principle in personnel policy. Instead, permeability between the Bundeswehr
and industry will have to be increased. Exchange schemes between industry and the Bundeswehr which
facilitate cooperation with external personnel for a specific period of time are one way of meeting this
    challenge

    Analysis of the German Whitepaper

    http://warontherocks.com/2016/09/ger...tik-once-more/
Umm interesting, notwithstanding European inaction/leaderless regarding the Yugoslav 'breakup' in the 1990s for example, is this what the world needs now, another large/powerful country reasserting itself on the world stage? By acting unilaterally and 'leading actions' - especially if it now going to do so for its 'interests' (which tend to expand for larger nations).

I'm going to venture that some of its apparent political leadership in some European affairs have not always proved popular with other EU countries... e.g. previous EU 'expansion fatigue' - and never mind the more recent and divisive 'Migration Crises' and also for example, what are/were the German relationship with Ukraine like, and implications for similar situations if they had led proactively and unilaterally in actions/for their interests then?

This report highlights that the Curragh cannot really expand outside the current general camp area (it is a bit dated but still relevant):

    http://www.defence.ie/WebSite.nsf/72804bb4760386f380256c610055a16b/8ed894f4d276c311802570d70043f6b3/$FILE/CTF%20-%20Exec%20Summary.htm

Having said that there are a good few buildings that should be knocked and the sites built on (if it is legally allowed).

One thing is for sure there is nowhere near enough accommodation (ie beds) for a brigade (never mind an battalion). Or offices, stores, training accommodation etc.

    That’s everyone’s evening’s reading sorted
'He died who loved to live,' they'll say,
'Unselfishly so we might have today!'
    Like hell! He fought because he had to fight;
He died that's all. It was his unlucky night.

Four years in and 53 of 85 projects not started. Damning indictment of the department.

How many of the "projects completed" had commenced before the publishing of the white paper?

One of the projects that was supposed to be done within the first 12 months of the WP hasn't even started four years later. WTF.
Well, government doesn't stop just because the country's been destroyed! I mean, annihilation's bad enough without anarchy to make things even worse!

    A later paragraph

    "This is not the
position at present and there are difficult shortfalls in certain key areas, including pilots, air
traffic control, engineering, ordnance, communications as well as naval general and specialist
roles. In addition, this Update gives recognition to the possibility of the need for additionality
in certain areas including special forces, cyber, safety management, headquarters (including
capability development and joint operations) and other specialist area"

Like... theres your gap analysis wtf why bother putting this document out at all .

( in actual fact what am I missing here ... why put this out - what new fact has been slipped in there -I see the EDF mentioned )
"Are they trying to shoot down the other drone? "

Many years ago I did a final year thesis for the subject I was then studying. I met with my thesis supervisor once at the early stages of my research.
It involved lots of graphs, no context cut and paste from related publications, and rounded off with a verbatim interview I.did with someone working in an area of the topic being read.
I completed it in a 36 hour cram, having spent 2 years compiling the related information.
It read like instructions translated from.mandarin chinese to english. But it contained in excess of the 15000 words that were required, and I submitted it just in time.
It got me enough marks to successfully complete that subject.

That's what this document is. Lots of rehashed words from earlier documents, rounded off with an unnecessary verbatim transcript from a dail committee, and the important part hidden in an annex, the results to date. The DoD can happily tick another "completed" box. Even though nothing substantial has been done other than rehashing more words and publishing them to a document.

If you read in depth then Project 39 - The Gap analysis - is holding up a huge amount of other projects including a bunch of RDF ones.

Project 39 "Conduct a gap-analysis of skill-sets within the PDF to identify the frequency of gaps and appropriate measures to address them"

Who wrote that sentence ? Who reviewed it ?

Frequency of gaps ? Yes, we have quite frequent gaps in the areas already identified. What are the appropriate measures to address them ? Well up to now we've ostriched it, to be honest and thats likely to continue.

There are quite a number of RDF who have the required skill sets to fill those gaps. They have demonstrated their interest in the Defence org over their years of voluntary service. Most or some have completed their annual KPI's. Some have given more than the 48hrs required to be effective. Most have a good idea how the organisation works and would need little further training to fit right in with their PDF colleagues. We should offer them the opportunity to come into the PDF, hold their rank and perhaps figure out some way of marking their time towards a pension. That would fill the gaps the quickest way.

Wouldn't fill the gaps in pay which is 99% of the reason the gap exists in the first place , you'd be asking an IT specialist or whatever to take a 50% drop in pay

That National average annual pay is €39k. A 3* Pte after years is approx €34k. IT pay is high but I'm not just referring to them ie a specialist. There are problems just filling the average joe jobs. Those might cross over if the opportunity was there. No one I know is will to take a pay cut, no matter how much commitment they give the RDF/DF. The skills survey was carried a few years ago. It would not take long to update it and ask for expressions of interest from RDF members.
