As I understand it, migrants who arrived before 20/03/2016, have full access to the Greek asylum agencies. Those that arrived since then, ongoing, are segregated to await a promised pan EU processing agency. In so processing, every migrant/refugee returned to Turkey, will be matched by a Syrian already in Turkey, who can be shipped, I presume by air, to those countries that have volunteered refuge , such as Ireland 4000. In the overall it appears an effort to return most "Irregular " refugees to Turkey and control the regular quotas from the transportable cohorts. The term " irregular" gives quite a negative outlook to those in that classification.
The plan is that all migrants arriving in Greece after 20/03/16 will only be permitted to lodge an asylum application in Greece (as per the now-suspended provisions of the Dublin II Treaty), which applications will be processed with the assistance of personnel from other Member States. If they refuse to do so or this application is rejected, then they will be returned to Turkey and an applicant still in Turkey will be afforded protection in one of the willing EU Member States. Those who made it before the cut-off date will still have the ability to apply for asylum in other Member States if they manage to get there. The hope is that by making it impossible to apply for asylum in the more attractive Member States such as Germany, UK and Sweden, people won't make the trip in the first place.

My assessment is that, given the massive numbers involved and the demonstrated inability of many states to physically control their borders, people will travel nonetheless while accepting that they will be undocumented and illegal aliens in their country of choice. The problem with that is that they form a fertile recruitment pool for persons less-enamoured of Europe, which pool cannot be monitored in any formal manner.

I doubt it, could we sustain such a double deployment for a long period?

You could in a case where all units are manned and fully serviceable. Ideally two ships where one is an MRV type support vessel to provide workshop services, stores, and some crew exchange in extremes e.g. key watchkeepers. In addition an in theatre Base PORT for liquids and R&R. For the MVR it would need to stay on task , while the other ship could be rotated at say, 4 months, and both at 8 months to cover April to October.

Well yes but I was answering with the assets that we now have, not what we wish the fleet had. Assuming that the Peacocks are too small for much lift so are ruled out, you are limited to the Eithne/P50/P60 hulls, but right now we only have 2 60's and WB is going to take at least 6 months to work up from delivery if JJ is any guide, so leave her out. That gives you 5 hulls, could we turn around 1 for the first deployment to make a second deployment within the year (and the crew as well)? What would be the impact on operations in Irish waters if we have 3 hulls out (again including the work up period)? Would a deployment of either say a 235 or even a 139 for operations from one of the nations (say based out of Malta) and 1 hull be more sustainable? And generate even more knowledge through the forces?

It will be an ask, but as our current intentions, are based on one ship at a time, it is doable. The running conjecture is a P50, P31 again, and a P60 type. The Casa would be an asset but could be in harms way near or within Libyan waters from SAM's. We had some rescues last year close to the Libyan coast. Perhaps the matter should be discussed with the Italians. The CASA's did good work for the Anti-Piracy patrols off African East Coast.

                  • Service medals will be awarded to Irish Naval Service personnel who served on the historic humanitarian missions in the Mediterranean last year.
For now, everything hangs on implementation of the CoDF report.

And please don't let it be of the same variety given to Retiring CoS, demeans any awards when it can be equated to a 'pay off medal'

Not a DSM, its a new issue medal. It will cover all non UN/EU missions over 60 days. The medics who deplyed to Sierra Lenone will be issued the same medal with a different clasp.

I have no doubt they'll do a good job, wonder what the other ships will be? Guessing Eithne and Beckett.
