    Powerful description of Leadership qualities , responsibilities and needs within the Irish PDF. The big difficulty is unifying the delivery of the Mission with the political overseers, who are constantly changing, every 5 or so years, all with different baggage and agendas. Many politicians consider spending departments as a drag on budgets, and accordingly squeeze for the last concessionary penny.

      There was much discussion at the time of his initial promotion, that had it not happened he was heading off to other jobs, either in Europe, or at home, in the higher levels of the Civil service.
      By promoting him, and keeping him there, maybe the government felt they could keep an eye on him.
      With fewer members of the general staff, potential replacement candidates are not as obvious any more.
      For now, everything hangs on implementation of the CoDF report.

        Despite willingness , fortitude, comradeship, and cohesiveness. forces have to be relevant to the mission or task in hand. A good example of relevance was the professional manner in which the Navy carried out it's Mediterranean Mission saving some 20,000 lives. Everything needed to do the job was fully deployed. Such relevance has to attach to units faced with hotter tasks such as dealing with hostiles on land , sea , and air and with a more than reasonable chance of success..
