Information Circular No 05/2021: COMMISSION ON FUTURE OF DEFENCE

PDFORRA appeared before the Commission on the Future of Defence this afternoon. In advance of this hearing the Association compiled two submissions. The Associations initial submission outlines in broad terms the principal issues that impact on our membership, primarily, Contracts, Pay/Allowances, Pensions, Career Progression, Human/Employment Rights and Industrial Relations.
PDFORRAs second submission is a more comprehensive document that address the issues outlined above in a more detailed manner. This document highlights, amongst other things, the stress caused to personnel by the current contractual terms, the impact of current pay structures and the failure to provide NCOs, and SNCOs with appropriate career horizons. The document goes on to outline the measures impacting on females within the Defence Forces and the impact of current procedures related to Redress of Wrongs.
In order to address these issues, PDFORRA have, amongst other things, recommended:
An increase in service limits, and conditions that are more subjective. – These would extend to personnel in the DFSM.
Re-structuring of Pay and Allowances (including MSA) and to provide for Long Service Increments(LSI’s)
Allowance for BQMS Rank to recognise financial responsibilities associated with role.
Implementation of Technician 2-6 Review.
The re-alignment of ALL duty allowances having due regard to the National Minimum Wage Act 2000.
The recalculation of the number of duties required for Post 2004 Personnel to receive these in pension entitlements.
Formalisation of a system for time off in lieu.
Introduction of incentive allowances for personnel in training establishments
Provision of career advancement opportunities for SNCOs through more frequent CFRs.
Enlargement of Defence Forces to provide for a training establishment.
Re-introduction of Bde HQ in Athlone, to enhance career opportunities for personnel from the West of Ireland.
Re-configuration of service delivery to enhance opportunities for female members of the Defence Forces.
Grant of right of Association to ICTU by PDFORRA- in order to better defend our member’s pecuniary interests.
The Association will be making additional submissions during the course of the year to the Commission and members are invited to transmit any issues they wish to have addressed through their Districts.

The Commission on the Defence Forces public consultation commenced on 22 January 2021, and over 500 written submissions were received by the closing date of 19 March 2021. A small number of submissions were received after the closing date and were also taken into account by the Commission.
Initially, the Commission is publishing submissions received from Government departments and agencies, representative associations and trade unions, political parties and public representatives, business and interest groups, and academics. Submissions from individuals are still being processed, and will be published at the earliest opportunity.
For ease of reference, submissions have been grouped into the following categories:- Government Departments and Agencies
- Representative Associations and Trade Unions
- Political Parties and Public Representatives
- Business and Interest Groups
- Academics
Confidential and personal information has been redacted from the published submissions.
For now, everything hangs on implementation of the CoDF report.

Apologies to Trell in advance, but my advice, ignore most of the submissions from County Councillors. They all seem to have worked from the same copy/paste format, and inserted references to how the DF can benefit their constituency. With some exceptions, if you read one, you have read them all.For now, everything hangs on implementation of the CoDF report.

Today at the Naval Base, FOCNS hosted the Commission on the Defence Forces. Throughout the day, members of the Commission met with & engaged in discussion through various meetings with serving & recently retired Irish Navy personnel of all ranks.

I haven't seen this mentioned elsewhere but two members of the Commission have moved on.
The Chair, Mr. Aidan O’Driscoll,began by welcoming members to the sixth plenary meeting of the Commission.The Chair advised that, due to the extent of her employment obligations, Professor Anja Dalgaard-Nielsen will unfortunately no longer be in a position to continue in her role as a Commission member, and he thanked her for her considerable work as a member of the Commission. Professor Dalgaard-Nielsen expressed her regret that she will be unable to continue and offered her best wishes to her colleagues on the Commission for the remainder of their work.
Peter Brazel was replaced by retired Civil Servant Stephanie O’Donnell who in her senior role in the Department of Public Expenditure and Reform has significant experience of public service policy, including on personnel and remuneration matters and was responsible for voted expenditure for the Defence Forces for a number of years
There seems to be no indication of a replacement for Dalgaard-Nielsen but there is a delay between the meetings and their publication
