Just taking the first element "arrangements for the effective defence of the country at land, air and sea" is as open as one could be when setting up a Commission on defence.

looking at the SBP article today it reminded me ... .. so if its not a white paper then why bother ? Switching to hyper-cynical mode
1. Someone wanted it in the programme for Government ( we have no idea who . Definitely not Fine Gael and most likely not the Green party the answer left is FF but Jack Chambers wouldn't have bothered so who stuck it in ? )
2. Since there are other commissions in the PfG the answer is "lets have another commission, that'll keep them happy".
3. OK - We still have an FG minister for Finance - absolutely notorious tightwads where defence is concerned ( see for example the last 10 years , every single year ) .
4. therefore -
a) pay is mentioned but in the same breath "consistent with national pay policy"
b) once the commission is set up it kicks all the ICTU and pay stuff into the long grass for next 24 months ( commission is working on that so wait and see .. that will be the line from December onwards, wait and see)
c) Reserve Overseas and all the other stuff is throwing the dog a bone as it costs fk-all"Are they trying to shoot down the other drone? "
"No, they're trying to fly the tank"
