      There is a comment somewhere that the ownership of the site was passed back to the DOD. Hope they can attain maximum surveillance by CCTV day/night at a manned station.

        There is a separate gate and roadway at the end of the bridge before the security barrier. The roadway run parallel to one inside the security fence of the base to what should be a public car-park at the end. See your post #519 (page 21)

          In the period between 1960-1990 the predominant task of every Mil Establishment was it's own security. Here we have allowed, through the environmental path and financial sleight of hand, a large tract of the naval base eastern acreage to be taken over for reasons to validate the expenditure for it's rehabilitation, but possibly forcing a higher level of security for the Naval Service into the future. Between this recreational enterprise and the crematorium we have compromised the clear access to the Naval Base by all and sundry. Building a security fence and splitting roads is clearly acknowledging the enterprise is not normal.

            If it was my decision to make there would be a security barrier at the start of the bridge and pass that would be a military base. IMHO although it make make a nice amenity there are plenty of other areas which could have been developed with compromising the security of the base.

              The Base CO or territorial CO will have to ensure the new perimeters are secure by appropriate patrols. When open to the public the separated gates will have to be manned to ensure correct or permitted entries, SOP's needed to deal with unusual incidents such as protestors, discovering unusual packages etc. Possible Base Control room and CCTV service with fast response patrol vehicle for immediate response and routine patrol.

              • The nature of what is under the now park severely limits its potential uses unfortunately. There is probably not a whole lot else that could be done with it.

                A rifle range, parking, a mock up for boarding ops, a square, running track etc etc (nothing that really penetrates the top soil) and nothing that will require people to spend huge amounts of time there (eg Accomodiation)

                If the whole thing was handed over to the NS there would have been a very good chance that the money for the remediation would have have to come from DoD

                  The " Money" probably came from EU sources under Amenity grants or the like and so they painted themselves into Amenity and " Look it's quite safe" for mammy and the kids. When Rocky was a repository for unsavoury bits from smelting an active cargo of scrap, a child brought home a piece of ISH material she found on the island and it was later declared to be an emitter. Get Ordnance to sweep the area with a Geiger Counter and map the results. Try readings on surface and 300mm down in spot checks.

                  • So,you'd need the security levels of a decent airport, with 24/7/365 observation and patrolling and plentiful CCTV and associated lighting, to cover a few acres of grass, rather than to actually protect the Base. Who thinks up these things??!

                      It is usually some local elected representative who dreams these things up to win a few votes. I am just waiting for someone to declare the Glen an outstanding area of natural beauty and turn it into a national park!

                        About a decade ago some recently arrived residents were actually complaining about the noise in the Glen, with the trucks rolling past their doors at all hours etc.
                        The fact it is in use as a military training area since the days of Dwyer seems lost on them.

                        I don't understand why people are getting hot and bothered with the east tip being redeveloped in this way.
                        Realistically the only people who will ever use this "park" are those who work there, diverting from their normal run over the bridge. To the rest of the world, it will just look far nicer from a distance than the original sight. With Currabinny a few miles away, I can't see the attraction of visiting a large windswept lawn.
                        It's no different to the countless hordes who use the Curragh plains for exercise, passing within feet of the state's munition store, with similar security. Using the same logic as some suggest here for Haulbowline, the M8 in kildare should have trump's border wall on it's eastern side, to keep curious eyes out.
                        As for toxicity, the east tip as it stands is less dangerous than most domestic landfill out of use for the same period. What people brought home in the past was in the past. What was on rocky island is no longer accessible by anyone without a hymac excavator and a large collection of jackhammers. Of greater concern is the ponds that remain on the footprint of the old mill and cooling bay. They still contain that which did not make it to the east tip, combined with the demolition which left jagged structures protruding, unseen beneath the surface. But there are industries throughout the harbour who specialise in removing and disposing of the contaminated liquid, and others who specialise in pumping concrete into the remaining holes, and building a new structure safely above.
                        I see that it is over 12 years since the last structure of the mill came down, so not long before there are few working on the island who remember it at full production, the dust, noise and smoke that went with it. I'm almost 50 now, and was about 9 or 10 when I visited on a cold Saturday,(with Ancientmariner) with 3 cargo ships loading product and unloading raw material from the west wall of the basin. Much of both which ended up in the bottom.
                        For now, everything hangs on implementation of the CoDF report.

                          • The park needs an official name reflecting it's past and how it came to be , something along the lines of "The East Tip Toxic Waste Park" officially opened on such a date etc , a collection of historical artifacts and some audio visual about what lies beneath all housed in a hut outside the park , there won't be much interest in going any further than the hut by then .

                                And, or a warning notice to the effect that the area they are about to enter has sports fields with sailors engaged in sporting activities which may result in colorful language not suitable for civilians .
