Easy enough to sort the civil engineering bits out - this type of thing is done all the time. The NS might have to surrender a some of their quay wall for a while though. Couple of 25t excavators could clear a loading site on the quayside in a few days (including pulling up old foundations). Don't need a mobile crane to unload spoil/topsoil. You put a digger on the barge, unloading onto a pad on the quay. Then load artic-dumpers or trucks to move the stuff around on the island. It can be done, it's just a lot more expensive than trucking it in direct, 20/27 tonnes at a time.
Whats the plan for the site of the mill itself? Are the NS getting it?
The NS have a bigger problem - bridge has to be fixed. They can workaround (like moving the diving unit to NMCI (or Collins Bks!) for the short term, but ultimately they need a bridge.

The bridge, before the weight limit was imposed. The restriction is a recent event!
Give the bridge to the NS and they have to pay for its repair. I must remind you that it was once the longest bridge in ireland. It spans almost half a Km.

No. A considerable amount of boat traffic use the bridge as a short cut from Crosshaven to Monkstown. Angling boats in particular all use it to shorten the journey and avoid the Spit and the main channel. The depth there is considerable too, and a causeway would lead to silting at the NMCI slip/marina/Launch platform.

Cork County Council, on behalf of the Department of Agriculture, Food and the Marine, have published Prior Information Notices for consultancy and contracting services pertaining to the repair of the bridge at Haulbowline Island, Co. Cork. The full text of these notices and instructions on registering your expression of interest are available on etenders.ie.
In summary, an inspection of the bridge at Haulbowline Island has found the half joints to be in poor condition with cracking and spalling observed at each one. A detailed material investigation has thus commenced with results expected to be available by the end of April 2013. Should the results of this investigation deem it necessary, emergency repair works will be undertaken and Cork County Council will procure the services of consulting engineers and contractors with expertise pertaining to similar type bridges under the provisions of Articles 31.1(c) of Council Directive 2004/18/EC.

Not only was the noise from the Steel louder (regular crashing noises similar to the sound of a tower block being demolished) but the emissions from it are far worse for the long term health of the community than the sound of gunfire.
As an aside, I live about the same distance away from Fort Davis, and nobody in Whitegate has ever complained about the almost constant machine gun, thunderflash and rifle shots that are heard from there, day and night.

Good news for civil engineers. Meanwhile, just to show what is possible with modern engineering, a number of 40M bridge spans are currently being delivered to the N40 interchanges at the bandon road. Didtance between Pillars at Haulbowline is well under 20M. I'd say rebuild is a better solution in the long term, over repair. Would love to know the crematorium's opinion on it all.
