Very little mention of RDF then the strength, broke down in gender. Our role and mention again of specialist reserve, nothing new or to look forward to.
1/3 of of navy operations in civil assistance (pg40) conducted by NSR but no mention of AR during bad weather.

Keogh gives thanks for the RDF in the bad weather in his introduction.

For many, 2018 will be long remembered for the severe weather events that occurred; initially caused by the impact of Storm Emma which brought significant wind and snowfall, and which was followed during the summer months by an intense heatwave of historic proportions. The outstanding response from the Department of Defence, the Defence Forces and Civil Defence during these extreme weather events was something of which I was extremely proud. Government also expressed its sincere appreciation of the work of all those who responded to these events during the year, and indeed the commitment of the members of Civil Defence and the Reserve Defence Force is testament to the continued spirit of voluntary service that enriches Irish society in so many ways.
He still seems to be a jerk, though...
'He died who loved to live,' they'll say,
'Unselfishly so we might have today!'
        Like hell! He fought because he had to fight;
He died that's all. It was his unlucky night.

Well spotted. But you would think they would publish the count, mandays were paid so they could have published them.

A long list of objectives not achieved by the DoD.
For now, everything hangs on implementation of the CoDF report.

Looks like another DoD Ctrl+C / Ctrl+V job with some updated figures and shifting some of the blame to DPER.
It was the year of fire...the year of destruction...the year we took back what was ours.
It was the year of rebirth...the year of great sadness...the year of pain...and the year of joy.
It was a new age...It was the end of history.
It was the year everything changed.

2020 and the Dept nor the DF has a documented Capability Development Programme.

                        CAPABILITY DEVELOPMENT PLAN
A joint civil-military project team, established as a result of a White Paper commitment, continued to review progress
during 2019 on the production of a Capability Development Plan. When completed, this will underpin the capacity
of the Defence Forces to continue to fulfil all roles assigned by Government. The White Paper Update 2019
reinforces the necessity for this project and the need for it to be accelerated.

Capability of a described military unit such as Section, Platoon, Company, Battalion, and Brigade is easily gleaned from documents and training programmes from many accessible resources. Suffice it to say that Budgets preplanned for designated purposes and unspent because of time running out leads to continual shortfall and prevents organic growth and prevents sustained capability. We are short on AFV's, Large calibre ARTY, Multi Launcher Long Range Missile systems, AA Defence systems, Close Air Support, Modern Anti-Tk weapons in greater amounts. Some weapons in the ARW should be in general use such as automatic grenade launchers. The Capability of Development has always been stunted by buying short of the actual requirement. Other Military organic requirements are not on the shelf to support units in the field. Much work to be done.

Was pointed out on Twitter earlier that we are getting the 2022 report effectively almost 9 months into 2023. And from a govt dept without staffing issues.
