Paul Kehoe, the defence minister, is to hold back Cathal Brugha barracks in Dublin from a list of potential development sites for social and affordable housing.
Eoghan Murphy, the housing minister, included the 42-acre military depot in Rathmines on a list of 41 regeneration sites in Dublin and Cork which he brought to the cabinet last week. He asked ministerial colleagues to compile a list of sites owned or controlled by their departments which could be used by the new commercial state company, the Land Development Agency (LDA).
Kehoe will offer Columb barracks in Mullingar, Co Westmeath, which closed in 2012, and the eight-acre St Bricin’s military hospital site off Dublin’s Infirmary Road. He will seek to withhold Cathal Brugha barracks, the headquarters of the…

Reasons cited in the article for Cathal Brugha barracks being "strategic" include:
EOD used to respond to criminal gangs in Dublin
Armoured vehicles from 2nd cavalry squadron would be deployed in the event of terrorist attack
Within minutes of diplomatic belt in balls bridge, rte and govt buildings.
All of which could still be facilitated by McKee (Gardai have primary responsibility to respond to all the above)

instead of selling the land for private development in order to fund the defence forces, it is now forced into the only choice (and most costly to the taxpayer) it has due to the crisis they created.
HUNDREDS of children could lose out on their club’s only designated GAA pitch because of government proposals to develop the site of a Dublin barracks.
Instead of getting €90 million for Cathal Brigham from private investment and 1000 apartments built , the government will now have to spend multiples of this figure and get less built in more time.
Yes the problem is and around Dublin is difficult so it is far to ask if the state needs all its facilities still in the city, does it need St Bricins Hospital? Does it need either KcKee or Cathal Brugha Bks? Does it need Garda HQ in the centre of Dublin? We know a lot of these facilities date back when they were used by an occupation force so what role do they play today? There is a need to be able to react across the entire city to a terror attack but are these facilities the best for that? And if they are closed where will they be re-located?
And while the government looks for land especially in Dublin city then it must look at the amount of land given over to golf courses, should they too not be developed? (soory for all the golfers)
I have no problem with units being moved outside major cities but this should not be seen as a short tern solution to a long tern plan. In many cases it would be good to move not just because of accommodation costs but also most of these facilities lack adjacent training areas. This goes for other cities not just Dublin. But this will take a lot of time and money and should be aligned with the tasking of the DF.

It is qite grating when you see large expanses of golf courses in the middle of dense housing areas. They are intended to act as "green belts" however only those who can afford to can enjoy their benefit.
I'm thinking in particular of Luttrelstown Castle, Castleknock Golf Club and of course the supposed Garda golf club at Westmanstown. Its like an extension of the Phoenix park, just only for the wealthy.Clontarf Golf club is another one. Each green would accomodate at least 50 semi detached homes within a short commute of the city centre. For now, everything hangs on implementation of the CoDF report.
